Historic Preservation Commission <br />Meeting Minutes <br />September 17, 2012 <br />Page 3 of 9 <br />Speier asked if Poppitz currently lived in the structure. <br />Poppitz stated he did. <br />Jean Morgan spoke about Edith and gave some background about knowing her <br />personally. She added it is important for the east side of the tracks to have its first <br />landmark. <br />Emish Hopkins, friend of Poppitz, stated her support for landmarking the structure. <br />Stewart reminded the HPC any formal decision must follow the criteria established in <br />the LMC – interior improvements are not included. <br />Stewart stated he sees some social history but the architectural significance is not as <br />strong. He added there appear to be some original architectural elements of the <br />structure, including some windows and siding, but it isn’t all that strong. <br />Lewis asked the applicant where the original structure was in regards to the 1948 <br />Boulder County image. She wondered where the door was originally and whether the <br />change in the floor plan changed the entrance to the house. Having an entrance off the <br />side of the house (Walnut Street side) is not appealing. <br />Poppitz stated the original miner shack has gables which face east and west. He added <br />in the 1940’s they addedmore space to the south east and then added more to the <br />southwest at a later date. <br />Fasick asked if this area is part of the FasTracks improvement area. <br />Robinson stated it is not. <br />La Grave asked staff if there was a change in the HPF bank now that the Cityhas <br />purchased the Grain Elevator. <br />Robinson stated the Grain Elevator was purchased on the idea the City would use <br />general funds to purchase the Grain Elevator and reimburse the general fund through <br />$200,000 withdrawals from the HPF bank. He added the HPFis not empty, the City <br />Council has asked staff to be more selective on which landmark projects are brought <br />forward. <br />Watson asked staff if there was any structure on the east of the tracks that does qualify. <br />McCartney stated staff has not taken time to review the structures on the east of the <br />tracks because we only view structures on a case by case basis, but we willmake time <br />to do so. <br />Watson stated he was worried the quality bar might be set so high that none of the <br />structures on the east side would qualify. <br />
