O <br />0 <br />0 <br />Open Space Advisory Board <br />Minutes <br />DATE <br />Page 2 of 3 <br />o A brief update on the North End development indicates that there is little <br />new information on land dedication and the issue of encumbered lands, <br />although Mr. Moline did note that City Staff were actively looking at the <br />encumbered lands issue and how it affects the dedication options. <br />Board Updates <br />o Mr. Carron noted that two people with rifles were seen on private property <br />immediately west of the Davidson Mesa property. Jeff was not surprised <br />and believes they have been "controlling" the prairie dog population on <br />their property. <br />o Mr. Waldman noted that he re- visited the new Davidson Mesa trails and <br />that they are correctly aligned outside the 20 foot buffer zone from private <br />property that was previously agreed to. <br />2006 Trail Planning Update <br />Ms Kron made a presentation regarding potential locations for trails on the Hecla <br />Lake and CTC properties. <br />On the Hecla property, there is uncertainty regarding the realignment of the <br />irrigation ditches, so any construction of trails in that area seems premature. In <br />the southern section of the property, near the old Karen's in the Country <br />restaurant, there is an immediate need for an improved trail. As part of the <br />approval process for the Markel development it is likely that Markel will agree to <br />build all of the public trails infrastructure. However, this may not occur any time <br />soon. It is also possible that trails constructed now would be torn out and <br />replaced with a more useful alignment upon completion of the project. Mr. <br />Waldman suggests that waiting for the developer to finalize his plans is prudent. <br />Mr. Art Phelps, a•Balfour resident, notes that the southern section of trail makes <br />sense in the near term, and that there is a real and immediate need for an <br />improved trail in that area. <br />Regarding the CTC property, much of the discussion of trails centered on the <br />needs of commuters traveling to and from the CTC to Louisville and Lafayette. <br />Various options discussed include access points onto 96th street and US 42, and <br />the possible use of the railroad right -of -way under the new 96th street bridge. <br />There was general opposition to significant trail development through the middle <br />of the CTC open space, particularly related to a possible trail winding up the <br />steep grade from US42 to the crest of the CTC land through the middle of the <br />property. Cathy is going to pursue this topic with CTC businesses and <br />commuters. <br />Open Space Zoning <br />
