Louisville City Council Meeting <br />April 3, 2001 <br />Page 6 <br /> <br />RESOLUTION NO. 23, SERIES 2001- A RESOLUTION APPROVING A <br />SPECIAL REVIEW USE FOR ATLANTA BREAD, CENTURY RETAIL <br />CENTER <br /> <br />Davidson called for Staff introduction. <br /> <br />Planning Director Paul Wood reviewed that the applicant, the O'Connor Group, on behalf <br />of Atlanta Bread, is requesting a Special Review Use to authorize Atlanta Bread for a <br />food service use in the existing Century Retail Center. <br /> <br />Wood noted that this matter went before the Planning Commission on March 13, 2001, <br />with a recommendation of disapproval from Staff. The Planning Commission approved <br />the SRU with conditions. The Planning Commission felt that the tenant mix was <br />workable and the stated intention of underlining property owners to enforce parking and <br />address any negative impacts parking may have. <br /> <br />Wood stated that Staff reviewed the parking ratios and the potential impacts identified <br />for Lots 1 and 2. The parking ratio for Lot 1 is 4.9:1000 and provides 92 spaces. Lot 2 <br />parking for office was 3.6:1000. The ratio for the office building was reduced based on a <br />shared parking agreement between the two lots. <br /> <br />Wood noted that in September of 2000, the City Council approved a request by the <br />applicant to amend the Final PUD Development Plan for Century Retail to require that <br />food service establishments be processed as a Special Review Use. As approved, the <br />Final PUD for Century Retail requires that all restaurants and food service establishments <br />permitted in the underlying CC zoning district receive SRU approval. <br /> <br />Wood stated that restaurant uses require parking at a ratio of 15:1000 based on CDDSG <br />requirements. The Center does not provide sufficient parking to allow a food service <br />establishment as a use-by-fight. The City's parking code requires that uses must be <br />served by the minimum required parking for that use, unless otherwise reduced, with <br />cause, by the City Council. <br /> <br />Wood reviewed that food service establishments are an entitled use in the CC zoning <br />district. However, because of the parking at this site, it is necessary to review the <br />proposed use individually to determine whether it would be compatible with this <br />development. He stated that the applicant projects that Atlanta Bread will serve an <br />estimated 185 meals at lunch, with 100 of those patrons staying on the premises to eat <br />their lunch. Seating capacity is anticipated to be 80 seats with an estimated turnaround <br />time per meal of 15 to 20 minutes. <br /> <br />Wood noted that the applicant and the Staff agreed that the parking demands for Atlanta <br />Bread would increase from 17 spaces to 33 spaces. The project shortfall does not include <br />the 35 employees from Lot 1 who will be required to park on the office lot of Lot 2. <br /> <br />6 <br /> <br /> <br />
