Louisville City Council Meeting <br />April 3,2001 <br />Page 8 <br /> <br />Kirsten Barnocky, Pots and Paints, 321 McCaslin Blvd, Unit C, Louisville, CO, stated <br />that they carefully watched commerce come into the area before selecting a space within <br />the Century Retail Center. She did not see a problem with parking and commented that <br />her hours of business will be different from that of the restaurant. She stated that she <br />supports Atlanta Bread coming to Louisville. <br /> <br />Frank Marceau, Director of Development, O'Connor Development, LLC, 6685 Gunpark <br />Drive, Boulder, CO, stated that the parking has been increased. He stated that the other <br />businesses have very little walk-in business and do not use their parking. He noted that <br />Lots 1 and 2 share parking. He stated that the parking provided in the Center is balanced <br />and that there is a different use for different hours. He stated that the proposal is not <br />under spaced and that on a daily basis there are open spaces. He noted that they have <br />more spaces per square feet than other centers. He stated that restaurants have more of a <br />social component than other tenants. He felt that they have achieved the parking <br />requirements. Marceau stated that office space requires 4 spaces, however the reality is <br />that 2.5 spaces are used. He noted that Century Retail Center has long lease terms and <br />the average lease is seven years. He stated that many of the tenants have different uses <br />during the lunch hours. He voiced his belief that the parking is sufficient to accommodate <br />two restaurants and that an abundance of blacktopped parking spaces does not <br />compliment the City. <br /> <br />COUNCIL COMMENT <br /> <br />Mayer asked Planning Director Wood if he had evaluated the latest analysis presented by <br />the applicant and if he agreed with their projections. <br /> <br />Wood stated the basis for Staff's belief that the parking needs are underestimated, is that <br />the ratio is generated by the demand. Wood agreed that Chipotle and Atlanta Bread will <br />generate the most parking need. He stated that the 2-hour duration of lunch-time parking <br />may be short but it is a definite impact. He stated that it is Staff's opinion that 119 spaces <br />are needed to park 18,000 square feet. He noted that number is based on the ratio <br />generated primarily by the food service users. Wood agreed that there will be shared <br />occupancy of cars, however, Staff projects there will be an estimated 187 patrons <br />utilizing 77 parking spaces. He noted that the applicant is projecting that 25% of 187 of <br />the patrons will walk to the Center. Wood stated his belief that 25% is probably a high <br />estimation. Wood reiterated Staff's opinion that there will be a shortfall of parking <br />spaces. <br /> <br />Marceau stated that the developers have not underestimated the parking. He stressed that <br />the developer has a responsibility to provide a sufficient amount of parking. He felt that <br />they have provided sufficient parking. <br /> <br /> <br />
