Louisville City Council Meeting <br />April 3, 2001 <br />Page 9 <br /> <br />Mayer voiced his concern over the parking assignment. He stated his concern was <br />reinforced by the Planning Commissions requirements for the Special Review Use. He <br />voiced his belief that "No Parking" signs would not work. His concern was that the <br />developer was setting the parking ratios for the next ten years. <br /> <br />Sisk asked Wood the amount of parking deficiency on both lots. Wood stated that the <br />deficiency was 24 spaces for the patrons only, and did not include employees. Wood <br />stated that the projections are for 35 employees for the retail center. <br /> <br />Sisk asked Mr. Marceau if the developer agreed with the conditions prohibiting Century <br />Retail patrons from parking in the Century Office Park and if so, would it be a matter of <br />Century Office Park reporting patrons of the retail businesses that occupied their spaces. <br />Mr. Marceau stated that they would do the best they can. <br /> <br />Sisk voiced his concern that the Century Office Park tenant mix is already established. <br />His opinion differed with Mr. Marceau and he voiced concern that patrons of Atlanta <br />Bread would be forced to leave the establishment within fifteen minutes. Mr. Marceau <br />stated that many people will purchase lunch to go. <br /> <br />Sisk again voiced concerned over the parking and asked Ms. Vessels about the average <br />time patrons would spend at Atlanta Bread during a lunch hour. Ms. Vessels estimated <br />between 15 and 30 minutes was the average for the lunch hour, and 45 minutes to 1 hour <br />for dinner. She noted that during the peak hours there would be 8-10 employees. <br /> <br />Sisk asked Marceau if he was asking Council to disregard the deficiency in parking <br />because the developer maintains long-term leases. Marceau stated that their position is <br />that the parking is reasonable. <br /> <br />Davidson commented that the parking at several restaurants and retail business centers is <br />insufficient, however, he stated that he did not necessary object to a limited amount of <br />under parking. He stated that it was more desirable than a large amount of asphalt. He <br />stated that he would support this Special Review Use, but clearly no other food service <br />requests would be granted in this center. <br /> <br />Brown asked Planning Director Wood if any food service business would require a <br />Special Review Use. Wood confirmed that it would. <br /> <br />Keany asked Planning Director Wood what the changes were in the new analysis, and if <br />they were substantially different from what the Planning Commission reviewed. Wood <br />stated that he had not reviewed the material. <br /> <br />Keany voiced concern that the information was revised after Planning Commission <br />approval, and that the Planning Commission has not reviewed the new analysis. <br /> <br />9 <br /> <br /> <br />
