City Council <br /> Meeting Minutes <br /> October 9, 2012 <br /> Page 4 of 9 <br /> 6) Open Space zoning, where are we on this project, is the $10,000 in 2 years <br /> enough to complete? What are we required to do legally? Zoning open space <br /> requires title research through Boulder County records, plat review, PUD review, <br /> etc. to make sure every document is accurate and records associated with the <br /> sale/transfer of the property, intent of dedication, etc. are consistent. Much of our <br /> open space is composed of a number of parcels. This is a time consuming <br /> process and is not anticipated open space zoning will be completed in two years <br /> unless considerable time and additional monetary resources are identified for this <br /> task. Currently zoned are Hillside, Davidson-Mesa and Damyanovich. Staff is <br /> currently working on zoning Coyote Run utilizing contracted resources. Staff will <br /> have a better idea in the next few weeks regarding the time and cost necessary <br /> to complete all open space zoning. While recognizing a desire to move more <br /> quickly in this effort, staff certainly believes the City is in compliance with <br /> charter/legal requirements regarding open space zoning. <br /> A question arose relative to budgeting for Opens Space zoning. City Manager Fleming <br /> explained further research is required to provide property boundaries, title change and <br /> acquisition information. Parks and Recreation Director Stevens explained the Parks <br /> Division began an earnest attempt two years ago to identify the open space zoning. <br /> Currently they are working with GIS on Coyote Run for an economic way to complete all <br /> the open space zoning. He noted it is an enormous process and they hope to acquire <br /> an intern to help. Once Coyote Run is complete, staff will have a better idea of the cost <br /> and the amount of time it will take to zone all the open space property. Staff believes <br /> the City is in compliance with the Charter because there is no time requirement. <br /> 7) Steel Ranch South Trailhead, detail funding, sources and in CIP or Conservation <br /> Trust Fund? This item is funded in the Conservation Trust Fund in 2013 for <br /> $150,000. <br /> The City Council was satisfied with the staff response. Steel Ranch has donated the <br /> land and the City will build the trailhead with funds from the Conservation Trust Fund. <br /> 8) Sports Complex Concession Stand Funding, why remove from budget? This item <br /> was removed in order to balance the budget and to maintain a minimum balance <br /> within the Conservation Trust- Lottery Fund. To date the Sports Complex has <br /> operated with portable concessions. With potential plans now under discussion <br /> for Lafayette fields, it may be appropriate to seek future collaboration on <br /> concession and/or maintenance facilities at Harney Lastoka with Lafayette. <br /> Parks and Recreation Director Stevens explained more money was allocated, however, <br /> through the review process it was a matter of prioritizing projects and the funding. In <br /> balancing the Conservation Trust Fund and Lottery proceeds, some items will make do <br /> with less. There will be opportunities with Lafayette's expansion of the Sports Complex. <br />
