<br />City Council <br />Study Session Summary <br />March 8, 2005 <br />Page 2 of 3 <br /> <br />There were several areas where Comcast appears to be in violation of the <br />current franchise, including some business areas that are not provided with the <br />ability to receive service, and the fact that some government buildings have not <br />been wired. Additionally, the equipment in the projection is old and a case could <br />be made that it does not meet the intent of the language in the original franchise. <br />A list of areas of non-compliance will be prepared by Mr. Fellman for review by <br />the City Council and Comcast will be put on notice of the deficiencies. <br /> <br />It was suggested that the cities of Eire, Lafayette, Superior and possibly the City <br />and County of Broomfield work together on public access participation. Mr. Paul <br />Atwood, member of the public noted that combining resources would be a good <br />idea. Alan Soebel thanked the City Council for its efforts in the franchise <br />renewal. <br /> <br />Discussion - DRCOG Urban Growth Boundaries/Area <br />Larry Mugler of the Denver Regional Council of Governments discussed the <br />Urban Growth Boundaries/Area designation, made originally in 2001 and <br />adjusted several times since then through the MetroVision process. The UGB/A <br />designation was intended to be a thirty year vision of growth. Some metro area <br />communities have development that will cause them to meet their allocation and <br />would like to be allocated additional area for development. Louisville's <br />boundaries have been set through the Boulder County Super IGA, and the City <br />has purchased open space so that it will not meet its UGB/a allocation. Louisville <br />has been contacted by two rapidly growing communities about acquiring the <br />additional UGB/A allocation. This is a new issue for DRCOG, but one that <br />Louisville would like to discuss further, with an intention of receiving something of <br />value in exchange. Credits for the bi-annual TIP (Transportation Improvement <br />Plan) rating would be a potential exchange item, and the new TIP list will be <br />prepared in June. City Council will schedule discussion/direction of both the <br />UGB/A and the Mile High Compact for the May 17 City Council meeting. <br /> <br />Staff Presentation - Dillon Road Reconstruction & Realianment <br />George Walton and Phil Weisbach of SCH Engineering, consultants for the city <br />presented a plan for the proposed realignment of Dillon Road between 88th and <br />96th Streets, together with a schedule and a budget estimate. The project is <br />proposed to be done in three stages, in the summer of 2005, winter of 2005 and <br />summer of 2006, and will total approximately $3.1 million. Funding for the project <br />is included in the 2005 budget and the capital projects plan for 2006. <br /> <br />Update - Centennial Pavilion Lofts - Affordable Units <br />Council Member Sheri Marsella provided a clarification for the City Council on the <br />intent of the agreement with the Centennial Pavilion Lofts affordable units, noting <br />that there are different formulas for establishing the appropriate price, and the <br />price will be established as per the agreement between the City and the <br />developer. <br />
