<br />City Council <br />Study Session Summary <br />March 8, 2005 <br />Page 3 of 4 <br />Councilmember Brown reported that the Mile High Compact Agreement continues <br />to be an important issue for DRCOG. He explained that by approving the Mile High <br />Compact Agreement, the City would incorporate certain requirements into the <br />Comprehensive Plan, and the City is already in compliance with most of the <br />requirements. However, approval of the agreement would also require the City to <br />designate their Urban Growth Boundaries. The City's current Urban Growth <br />Boundaries are not current, and do not take into account some open space <br />purchases the City has made. Louisville was originally allocated 8.41 square miles, <br />but only 5.1 square miles were built out as of 2002. If the City does not notify <br />DRCOG that this area is intended as 'flex' by the City, then the City loses the right <br />to maintain control over the unused portion of our Urban Growth Boundaries. <br /> <br />Mayor Sisk suggested scheduling consideration of the Mile High Compact <br />Agreement for a City Council meeting in May and inviting Chair Will Toor to provide <br />an overview of the Agreement. <br /> <br />Councilmember Don Brown reported that the Consortium of Cities agreed to <br />pursue forming a Library District. He explained that the Consortium is also <br />discussing affordable housing and sales-tax sharing. <br /> <br />Discussion - Ordinance to Amend Municipal Code for Fines and <br />Enforcement for Parking Violations <br />Bill Simmons presented a draft ordinance for increasing parking fines. <br />Council member Michele Van Pelt expressed concern for the proposed fine and <br />suggested a $20 fine. Mayor Sisk agreed. Council agreed that increased <br />enforcement would also be beneficial. <br /> <br />City Manager Items <br />Bill Simmons reported that two bids were received for the McCaslin Interchange <br />Improvement Project at today's bid opening at Superior Town Hall. <br /> <br />Copies of the Advance Agenda & Meeting Calendar were distributed for review. <br /> <br />Bill Simmons stated that the Historic Preservation Commission has requested a <br />Study Session with City Council to discuss the proposed Historic Preservation <br />Ordinance. <br /> <br />Bill Simmons provided an update on discussions with property owners Nancy Love <br />and Ron Richardson to obtain an easement to install shoring on their properties <br />during construction of the new library. The property owners are requesting <br />compensation for reducing their property values. <br /> <br />Other Items <br />Heather Balser reported that she met with a representative of Centennial Lofts <br />regarding the difficulty in selling the affordable units. <br />
