City Council <br /> Meeting Minutes <br /> January 8, 2013 <br /> Page 4 of 16 <br /> Mayor Muckle explained the City Council directed Staff to prepare two resolutions for <br /> Council consideration, one approving the application and one denying it. Mayor Muckle <br /> opened the public hearing and requested a staff presentation. <br /> Planner I Robinson explained the request is to landmark a residential structure located <br /> at 1036 Walnut Street. The structure was built around 1908 and owned by the Guenzi <br /> family for 104 years. The current owner and applicant is Steve Poppitz. <br /> Early Owners; Guenzi Family, 1907-2012: Henry and Josephine Guenzi, Italian <br /> immigrants built the house in 1908. Henry worked as a coal miner and Josephine ran a <br /> small business of dressmaking and hemstitching. They had three children: Jennie, Carl, <br /> and Edith. Edith lived in the house almost until her death in 2011. <br /> The house appears to have received at least one addition between 1908 and the 1948 <br /> property assessment. The unique mix of hipped and gabled rooflines is intact, and the <br /> footprint looks the same although the original siding and shingles have been replaced. <br /> The east facing windows appear to be original. The north facing façade has one <br /> window removed and the others reduced in size since 1948. <br /> Staff determined the house lacks significant architectural details and does not represent <br /> a distinctive style. Staff recommended denial of the application because the remodel of <br /> the home has diminished the historic nature of a miner's cabin and lacks social <br /> significance. The Historic Preservation Commission disagreed with staffs <br /> recommendation and felt the home represents a typical miner's cabin and has social <br /> significance with family ownership of over 104 years. <br /> COUNCIL COMMENTS <br /> Council member Jasiak asked if any home has been landmarked solely for social <br /> significance. Planner I Robinson responded no, and stated every landmarking has <br /> been based on actual architectural and social significance. <br /> PUBLIC COMMENT <br /> Jean Morgan, 1131 Spruce Street, Louisville, CO stated she knew Edith Guenzi, a 100- <br /> year resident of Louisville. She felt the house is rich in social heritage and stated the <br /> original miner's cabin is still visible through the remodels. She felt the home is worthy of <br /> landmarking and presented Council with an article about Edith Guenzi's 100`h birthday. <br /> Peter Stewart, 1132 Jefferson Avenue, Louisville, CO asked Council to consider the <br /> historic value of landmarking. The Louisville Municipal Code provides guidelines for <br /> historic preservation. He stated property owners want to landmark because they wish <br /> to share the home's history and to reinvest in their property. Local and state incentives <br />
