The plan sheets shall be updated prior to City Council review to indicate 20 <br />spaces of the 69 space southern parking lot shown in Phase 1B (page 17 of <br />24), shall be moved to Phase 1A. <br />2. Final approval of the proposed public land dedication and payment-in-lieu of a <br />dedication is subject to a current appraisal and will be determined prior to City <br />Council review. <br />3. Staff requests the cash in lieu figure be finalized prior to review by City <br />Council. <br />4. The applicant shall continue to work with Public Works on finalizing details <br />from the April 30, 2012 applicant comment letter. These items should be <br />finalized prior to recordation of Subdivision Agreement. <br />Commission Questions of Staff: <br />Brauneis discussed the lighting of the site. He noted there is a lot of spill onto the <br />roadway and he believes the lighting can be done better. <br />Lipton asked Brauneis for clarification as to whether he is suggesting a change of the <br />fixture or a different photo metric report. <br />Brauneis stated the equipment is not consistent with the photo metric. <br />Russell asked if the City has a ‘dark sky’ ordinance. <br />Russ stated the City does not have a ‘dark sky’ ordinance. He suggested the addition <br />of a condition of approval to address the best practices for lighting and to continue <br />working with staff. <br />Lipton asked Brauneis to write the condition to address the lighting concern. <br />Applicant Presentation: <br />Jim Blankenship, representing the three (3) property owners, briefly reviewed the <br />history of the property ownership and introduced the key personnel for the project. <br />
