He stated <br />they would be able to address questions in their specific area of expertise. He <br />continued with a discussion of the parking agreement and how it was established <br />during the 1978 Safeway project. He also stated the center will benefit from the <br />revised access points. <br />Lipton asked if the shared parking agreement requires a shared access agreement. <br />Loftus stated yes. <br />Mike Mulhern, The Mulhern Group, LTD presented the architecture / site plan with <br />the following information: <br />Decrease in residential numbers <br /> <br /> <br />Increase in retail square footage <br /> <br /> <br />Interest of Alfalfa’s to be part of the project and to be located in a <br /> <br /> <br />mixed use site. <br />Site provides good connection, access and tree lined drives <br /> <br /> <br />Listened to the concern the last time regarding the one very large <br /> <br /> <br />residential building and have now broken the area into three small <br />buildings with fewer units. <br />Eliminated north service drive to further reduce impact on the <br /> <br /> <br />neighbors. <br />Access to parking structure is off the service drive which is located <br /> <br /> <br />between the Walgreens Building and Building D. <br />Tree lawn along the public ROW. <br /> <br /> <br />The proposed Alfalfa’s provides 120 spaces. <br /> <br /> <br />Bill Fox, traffic engineer, stated the peak AM hours are 7:30 – 8:30 AM and the peak <br />PM hours are 3:30 – 5:30 PM. <br />Commission Questions of Applicant and other Team members <br />Russell inquired how many studio plus bedrooms are in the project. <br />Mulhern stated there are 147 bedrooms. <br />Russell stated the 147 places to sleep plus the grocery store appears to have a low <br />AM peak numbers. <br />Fox reminded the Commissioners that not everyone leaves the site during the peak <br />hours and a grocery store is not at its peak at 8:30 AM. <br />Russell asked if the numbers are off by 10%, what does that do to the level of <br />service. <br />Fox stated a 10% swing is large and he believes the numbers are not off by that <br />much. <br />Lipton asked what the difference of these numbers is when Safeway was fully <br />functioning. <br />Fox stated the numbers are better because South Boulder Road is better. <br /> <br />
