City Council <br />Meeting Minutes <br />April 16, 2013 <br />Page 10 of 23 <br />Staff Recommendation: Staff requested City Council review the Draft 2012 <br />Comprehensive Plan with the modifications presented this evening, discuss its content <br />and adopt the Comp Plan this evening or with revision on May 7, 2013. <br />COUNCIL COMMENTS <br />Mayor Muckle suggested Council review the Comprehensive Plan section by section. <br />TRANSPORTATION: Council member Loo felt the transportation section does not <br />recognize residents that drive cars. She stated 63% of the traffic on Via Appia is not <br />local, so why would the City want to narrow the road, and she had the same concern on <br />Dillon Road. She expressed her concerns over the roundabouts and traffic circles as <br />traffic calming measures. She was also concerned about the maintenance of the <br />roadways. She proposed waiting until the Highway 42 project is completed before going <br />forward with possible roadway right sizing. <br />Mayor Pro Tem Dalton asked whether the City is looking at a particular timeframe for <br />examining the streets for right sizing. Planning Director Russ explained the timing is <br />flexible. However, he anticipated the corridor studies would correspond with required <br />roadway resurfacing and a reconstruction schedule. <br />Mayor Pro Tem Dalton stated the corridor would be a budget consideration. Planning <br />Director Russ stated It should be considered when roadways need repaving or <br />reconstruction. <br />Council member Keany inquired about the LOS of Main Street. Planning Director Russ <br />stated the corridor intersection of Main Street is operating at a LOS A or B. At Pine and <br />Main or Front and Pine the LOS is C and D. <br />Council member Keany inquired if maintaining LOS C on South Boulder Road would <br />require widening the road. Planning Director Russ stated there were two solutions to <br />maintain LOS C on South Boulder Road: 1) South Boulder Road could be gated to <br />prohibit regional traffic; or 2) the roadway could be widened to six lanes. <br />Council member Keany stated widening South Boulder Road would eliminate the <br />pedestrian friendly aspects of the roadway. He asked what the LOS is for Highway 42 <br />between Pine and South Boulder Road. Planning Director Russ stated the Highway 42 <br />corridor is working fine, however South Boulder Road is at LOS D and E. Highway 42 <br />prohibits pedestrians or bicyclists. <br />Mayor Muckle stated the street sizing conversation can be had later on in the process. <br />He appreciated the discussion on the level of service (LOS). He stated the objective is <br />to maintain a C LOS, but based on community desires can be modified such that the <br />LOS is based on priorities. Planning Director Russ explained the revisions to the Comp <br />Plan reflect a change to the text for clarification. <br />
