City Council <br />Meeting Minutes <br />April 2, 2013 <br />Page 11 of 23 <br />SOUTH BOULDER ROAD CORRIDOR/CENTER: Mayor Pro Tem Dalton supported <br />staff's new direction on Louisville Urban character. He felt the small area plan should <br />drive development, density and streets. <br />Council member Keany inquired whether the urban areas are established by street <br />design. Planning Director Russ explained urban areas are established by streets, parcel <br />size, allowed land use and what building is currently on the site. It is then matched <br />with whatever higher density buildings are built and roadways become the clear <br />connection. <br />Council member Keany stated there was discussion on the lack of public notice and the <br />small area plan would provide much more specific notification. He asked how far the <br />notice would reach. Planning Director Russ stated every single property owner would <br />be notified in the study area and he would seek direction from City Council as to the <br />notification procedures for residents outside the study area. He explained the LMC <br />does not provide a specific range for mailings for a small area plan. <br />City Attorney Light concurred with Planning Director Russ. The procedures for the <br />amendment of the Code require a published notice. He stated . it would make sense if <br />comments resulting in regulatory changes to the zoning require additional noticing. <br />Council member Keany stated the public was critical of the City's notice on the Comp <br />Plan. He noted flyers were not sent out to every residence in town, but the City tried <br />hard through other notification processes. Planning Director Russ stated notices were <br />sent out to residents in their utility bills. <br />Council member Keany asked if the small area plans will provide more of a public <br />outreach opportunities. Planning Director Russ confirmed it would. <br />Council member Jasiak applauded staff for the changes made to the Comprehensive <br />Plan in light of the 18 month process and 60+ meetings. She voiced her appreciation <br />for the cross hatching on the maps and for the small area plans. She stated at the Ward <br />I meetings there was concern expressed over the urban corridors, parking and level of <br />service. She felt the small area plans would get detailed information out to the public. <br />Council member Yarnell also appreciated the changes made to the Comprehensive <br />Plan and was interested in the public's feedback on the changes to the Plan. <br />Council member Loo inquired whether the small area plans call for review of the zoning. <br />Planning Director Russ confirmed the zoning would be reviewed. <br />Council member Loo inquired about the change in density from a range to "up to ". She <br />asked for clarification why there wasn't a minimum and maximum range. Planning <br />Director Russ explained a developer cannot bring a proposal forward based on the <br />Comprehensive Plan they must follow the zoning regulations. The maximums were <br />
