City Council <br />Meeting Minutes <br />May 7, 2013 <br />Page 9 of 16 <br />Mayor Muckle requested a staff presentation. <br />Planner I Robinson explained the request is for a preservation grant to replace the roof <br />at the Thomas House and Garage, located at 700 Lincoln Avenue. The structure was . <br />built between 1904 and 1906. The home is owned by the applicants Tommi and Mike <br />McHugh. Prior, the property had been owned by the Thomas family for over 100 years. <br />The applicant obtained a historic structure assessment for the property, completed by <br />Nan Anderson of Anderson Hallas Architects and paid for by the Historic Preservation <br />Fund (HPF). The assessment made the following priority recommendations: <br />1. Repair roofing and replace gutters on house. <br />2. Replace roofing on garage. <br />3. Replace basement screen door. <br />4. Repair shingles and flooring on front porch. <br />5. Repair garage windows. <br />The applicant contacted three roofing companies to perform the roofing repair and <br />replacement work, along with the gutter work. Only two companies provided bids: <br />Boulder Roofing and Excel Roofing. Boulder Roofing only provided a bid for asphalt <br />shingles on the house, while Excel Roofing provided bids for asphalt and wood shingles <br />on the house and garage, as well as the gutters. Excel originally provided a bid for slate <br />shingles, but HPC requested a bid for wood shingles be supplied instead. Excel <br />Roofing also provided a quote for new roof insulation in the house. <br />Staff recommended the Excel Roofing wood shingles, considering Excel was the only <br />company to provide a full quote and on the one comparable item, had significantly lower <br />cost. The cost of the wood shingles for both the house and garage is $34,114, <br />compared to $19,197 for the asphalt. Evidence indicates the house originally had wood <br />shingles and wood shingles are a more historically appropriate material than asphalt. <br />Details like windows and roofs contribute greatly to historic character, especially with <br />the modest architecture common in Louisville. Therefore staff has determined the wood <br />shingles are an appropriate use of HPF funds. Staff also recommended grants for the <br />gutters, because they are a priority item and required by building code. Staff does not <br />recommend a grant for the insulation work because the cost of roof and gutter work <br />exceeds the value of the available grants. <br />This results in a grant request of $20,000 with an applicant match of $15,000 with a <br />surplus of $1,010 to be paid by the applicant. The Historic Preservation Commission <br />(HPC) believed the wood shingles are more appropriate for the historical home since <br />the house originally had wood shingles. The commission voted 5 -0 to recommend the <br />City Council approve the grant application. The HPC requested the applicant replace <br />the roofing on the house before replacing the roofing on the garage. <br />Staff recommended the City Council approve the grant request of $20,000 by approving <br />Resolution No. 22, Series 2013. <br />
