The motion carried by a vote of 7 -0. <br />Mayor Muckle requested City Manager Fleming report on the CSIC Conference. City <br />Manager Fleming reported they met with representatives from various large retailers. <br />He stressed the importance of maintaining the relationships with the key retailers in the <br />City and actively pursuing new retail businesses. He explained if the City did not attend <br />the conference the perception would be the City does not care about retail businesses <br />in Louisville. <br />ORDINANCE No. 1632, SERIES 2013 — AN ORDINANCE AMENDING CHAPTER <br />17.12 OF THE LOUISVILLE MUNICIPAL CODE TO ALLOW FOR INDOOR <br />SHOOTING RANGES AS A SPECIAL REVIEW USE (SRU) IN THE INDUSTRIAL (I) <br />ZONE DISTRICT — 2nd Reading — Public Hearing <br />Mayor Muckle requested a City Attorney introduction. <br />City Attorney Light introduced Ordinance No. 1632, Series 2013 and noted there are <br />second reading amendments. <br />Mayor Muckle opened the public hearing and requested a staff presentation. <br />Planning Director Russ explained the request is for an amendment to the Louisville <br />Municipal Code (LMC) to permit indoor shooting ranges as a special review use (SRU) <br />in the Industrial (I) zone district. The LMC Use Group #17 currently allows shooting <br />ranges and gun clubs in the Agricultural zone district as an SRU. The intent of the <br />regulation was for outdoor shooting ranges, such as the Rod and Gun Club. <br />Staff compared how other municipals have zoned indoor shooting ranges: Erie permits <br />by special use in Light Industrial and Rural Preservation and Lafayette permits by <br />special use in Commercial areas. Thornton permits outdoor shooting ranges in <br />Agricultural areas by special use. Staff recommended the LMC be amended to exclude <br />campgrounds, gun clubs and shooting ranges in Agricultural districts. And, if City <br />Council so chooses, permitting indoor shooting facilities as a special review use in the <br />industrial district. <br />In all SRU applications a site plan is required and Performance Standards regulate how <br />a proposed business must operate. Performance standards may include: hours of <br />operation; occupancy numbers; security; noise; lighting; event parking, etc. An <br />amendment to the LMC would allow an indoor shooting range to locate within the <br />Colorado Technology Center (Industrial Zone District). Staff believed the intent of Use <br />Group 17 to limit shooting ranges to the A zone district evolved from understanding the <br />
