Ordinance No. <br />1380, Series 2002, zones the 13.23-acre parcel annexed under the Avista Adventist <br />Hospital Annexation to (PCZD-C), Planned Community Zone District Commercial. <br /> <br />Wood reviewed the annexation proposal and stated that the parcel consisted of three <br />ownership parcels and is impacted by a standing IGA for US 36. The three owners are as <br />follows: Boulder County - 3.15 acres, Porter Care Adventist Heath Systems - 1 acre, <br />and Clay Scott and Kent Carlson - 9.08 acres. <br /> <br />Wood reviewed the annexation petition requests that the parcel be zoned to Planned <br />Community Zoned District - Commercial (PCZD-C). The zoning requests is in the form <br />of a General Development Plan (GDP), which would be processed as an amendment to <br />the existing GDP approved in 1998. The GDP, as currently adopted, provides for a total <br />build-out of approximately 750,000 SF. The density is distributed through the GDP plan <br />in a series of zones with the health park having the highest density. The proposed GDP <br />reflects the easterly portion of the development parcel designation of "priority future <br />phase," and the westerly portion would be designated as "restricted development parcel." <br /> <br />Wood explained that the Louisville Municipal Code provides that ground to be <br />incorporated into an existing GDP be under one ownership. Through a series of land <br />exchanges, the full 13.23 acres will be conveyed to Porter Care Adventist Health <br />Systems. Upon finalization of the land exchanges, the entire annexation parcel will be <br />under single ownership of the Porter Care Adventist Health System. Wood stated that the <br />GDP proposes a 165' wide parcel as fee dedication or a conservation easement. He <br />stated that the proposed building setback from that parcel would be 50'. The building <br />setback for three-story development would be 200' to 220' from the common property <br />line with Coal Creek Subdivision. He noted that the PCZD-C zoning does establish the <br />setbacks from US 36. <br /> <br />Wood reviewed Resolution No. 6, Series 2002, which addresses the IGA. He noted that <br />the IGA designates the easterly 10 acres of the annexation parcel as Rural Preservation, <br />and the westerly 3.1 acres as Open Space. The provision provides that the Rural <br />Preservation Parcel may be treated as Louisville Influence Area, thereby allowing <br />Louisville to annex the parcel, upon the occurrence of a fee dedication of land for open <br />space purposes. A proposed IGA amendment would facilitate the annexation of a portion <br />of the Rural Preservation/City Influence Area, and permit the open space to be dedicated <br />by a fee conveyance or a conservation easement. <br /> <br />Wood stated that John Sackett, of Avista Adventist Hospital, and Lynn A.
