Louisville City Council Meeting
March 5, 2002
Page 7

John Sackett, CEO, Avista Adventist Hospital, 100 Health Park Drive, Louisville, CO,
expressed his pride in the project. He explained that it began with a neighborhood
meeting where neighbors voiced their fear that growth of the hospital facility would
infringe on their properties. He noted that the Scriffany property, with its rural
designation, was difficult to sell, and when the Carlson property became available, it
provided a buffer between the hospital and the neighboring homes. He stressed that the
hospital does not net any additional land, but the campus is better utilized, and the density
is focused toward the 36 corridor, and additional buffering is provided along US 36.

COUNCIL QUESTIONS

Mayer voiced concern over the change in setbacks. He emphasized that the proposal
represents a land trade. He stated that previously, the property to the north had a 100'
buffer, and it has been reduced to 50'. The setback from the 3-story development is now
220' when it was previously 200'. Mayer asked why the City would want to reduce the
setbacks.

Sackett stated that the setbacks were planned to provide for maximum flexibility for
future expansions.

Lynn A. Moore, Davis Partnership Architects, 2301 Blake Street, #100, Denver, CO,
stated that the proposal reflected separation from residential property and any
development, which may occur on the medical campus. She noted that there was an
additional 65 linear feet added, which brings the total to 165 linear feet to the property
line. She noted there is also an additional 50', and summarized that the distance is twice
what was previously there, with a 100' setback.

Mayer stated that reducing the se back must be justified. He noted that the City is giving
an equivalent amount of rural open space land.

Davidson asked if anyone in the audience wished to speak on Resolution No. 5,
Ordinance Nos. 1379 and 1380. Hearing none Davidson closed the public hearing.

RESOLUTION NO. 5, SERIES 2002 - A RESOLUTION CONCERNING A
PETITION FOR THE ANNEXATION OF PROPERTY TO THE CITY OF
LOUISVILLE, COLORADO, KNOWN AS THE AVISTA ADVENTIST
HOSPITAL ANNEXATION, AND FINDING THE AREA PROPOSED TO BE
ANNEXED ELIGIBLE FOR ANNEXATION

MOTION: Keany moved that Council approve Resolution No. 5, Series 2002, seconded
by Levihn. Roll call vote was taken. The motion passed by a vote of 5-0. Sisk and
Brown excused.

7
