Louisville City Council Meeting <br />March 19, 2002 <br />Page 11 <br /> <br />ORDINANCE NO. 1381, SERIES 2002 - AN ORDINANCE AUTHORIZING AND <br />RELATING TO THE PAYMENT OF MONEYS FOR THE ACQUISITION OF A <br />FEE TITLE INTEREST IN AND RECIPROCAL CONSERVATION EASEMENT <br />OVER CERTAIN VACANT REAL ESTATE FOR OPEN SPACE PURPOSES - 1st <br />reading - set public hearing 4/2/02 <br /> <br />Sisk called for City Attorney introduction. <br /> <br />City Attorney Sam Light read Ordinance No. 1381, Series 2002. <br /> <br />MOTION: Sisk moved that Council approve Ordinance No. 1381, Series 2002, on first <br />reading, send it out for publication and set a public hearing for April 2, 2002, seconded <br />by Mayer. All in favor. Davidson excused. <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />None. <br /> <br />CITY MANAGER'S REPORT <br /> <br />City Manager Simmons reported that a letter was hand delivered to Dr. George Garcia, <br />Superintendent of the Boulder Valley School District, authorizing funds for technology <br />upgrades. He stated that Dr. Garcia express his thanks and suggested a joint meeting <br />with the School Board. Simmons stated that he will meet with a Staff member to <br />coordinate the details on the technology grant for Louisville schools. <br /> <br />Simmons reviewed a letter directed to Public Works Director Tom Phare, from Owest. <br />The letter regarded DSL installation in the City of Louisville. He reviewed a second <br />letter from Assistant City Engineer Craig Kitzman, which approved right-of-way and <br />easement work permits for DSL box installations. <br /> <br />Simmons reviewed his memo to the Mayor and City Council, which updated the <br />Highway 42/96th Street Connection Design Process. He explained that over the past <br />months, Staff has worked with the Northwest Parkway contractor to provide preliminary <br />engineering to the Highway 42/96th Street Connection. He noted that the estimates <br />received from the contractor far exceeded what was expected. Staff recommends the <br />proposal be rejected and requests authorization to enter into a proposal process for a <br />traditional design/bid/build project. He emphasized that there is street crossing at Coal <br />Creek that is environmentally sensitive. He stated Staff's belief that there are design <br />engineers that could deliver the information at an acceptable price. <br /> <br />Keany asked if this would delay the timing of the project. Simmons stated that it would <br />set back the project two to three months. <br /> <br />Mayer suggested that the Open Space Advisory Board review the crossing of Coal Creek. <br /> <br />11 <br /> <br /> <br />
