Open Space Advisory Board <br />Minutes <br />June 12, 2013 <br />Page 3 of 5 <br /> <br />construction. This proposal would entail working on one half of the <br />underpass at a time. <br />o Alternative proposal: to completely close McCaslin Boulevard during <br />construction. This bid would be less expensive and take a shorter time <br />to complete the underpass. The estimated time for completion would <br />be 3 months. <br />o During the construction of the underpass, the Davidson Mesa Open <br />Space parking lot and the dog off-leash area will be closed. There will <br />not be an alternative access point to Davidson Mesa during the <br />construction of the underpass. The Harper Lake parking lot will also <br />be closed during construction, with alternative access available on the <br />north and east side of Harper Lake. <br />o The City will be posting updates on the developments of the underpass <br />on the web and to local media to explain the project and the potential <br />impacts. <br />o Utility work for the underpass will begin in June. <br />o City Code Enforcement will be increasing their efforts to ensure that <br />dogs are not off-leash on Davidson Mesa. <br />o OSAB recommended that signage be posted at both Davidson Mesa <br />and Harper Lake to explain that every effort is being made to keep <br />these Open Spaces open during the construction. Cooperation from <br />citizens is required to ensure that the properties remain safe, healthy <br />and accessible. <br />o Respect our neighbors and park in designated areas only. <br />o Keep dogs leashed on Davidson Mesa and continue to keep <br />dogs out of Harper Lake. <br />o Stay out of construction zones. <br />o OSAB also recommended that Open Space staff provide a description <br />of the work schedule and updates in the progress. <br />VI. Board Updates <br /> Tom asked about the retention pond on Warembourg Open Space. The area is <br />located just north of the Warembourg pond and has historically been stored with <br />water that is drawn from the Goodhue ditch. Joe and Catherine will check on any <br />plans to fill the pond. <br /> <br />VII. Public Comments on Items Not on the Agenda <br /> None <br /> <br />VIII. Discussion: Property Tour Evaluation <br /> The Board discussed attributes of the properties visited on the van tour. The Board <br />visited properties: D, N, UU, M, L, G, H, I, J, MM, EE, GG, HH, JJ, KK, and B. <br /> Property “D” - there was general discussion about the features of the <br />property. <br /> Property “N” - there was general discussion about the features of the <br />property. <br />4
