Intent to improve <br />the existing blight. <br />• 2007: Codified the original Framework Plan; modified Cannon Street layout; <br />maintained Lafayette Street right -of -way; relocated RTD transit parking away <br />from linear design along railroad. <br />• 2008: Golden Concrete, original owner of the southern portion, rezoned the <br />property from I to MU -R. <br />Planning Director Russ reviewed the 2013 DELO Preliminary Plat proposal as follows: <br />• DELO request: Primary changes; parking area modification; Cannon roadway <br />shift; eliminated ground floor retail along Cannon Street. <br />• Transit Parking: initially planned for 138 close -in parking spaces; 2008 rezoning <br />changed RTD land use to MU -R; latest RTD status is train in 2042; City is <br />currently seeking alternative parking plans within Highway 42 Area. <br />COUNCIL COMMENT <br />Mayor Pro Tem Dalton asked for the location of the rail station. Planning Director Russ <br />explained the locations of the platforms have not changed. The northbound platform is <br />on the north side on South Street. The southbound platform is on the south side at <br />South Street. <br />• Zoning — Current Zoning Mixed -Use Residential (MU -R) and Industrial (I). <br />Proposed zoning — Mixed -Use Residential (MU -R). <br />• SRU Proposal: Ground floor residential along Cannon Street. Staff finds all 5 <br />criteria of the Special Review Use have been met. <br />• Preliminary Plat: 14.18 acres. Replat of two separate plats: Industrial Area Sub <br />(1959) and Caledonia Place Subdivision (1890). Extends Front and Cannon <br />Streets south; vacates Lafayette Street (City to retain 50' utility easement); <br />Creates private roads, (access to housing developments); creates adequate <br />public spaces privately maintained. <br />• Public Land Dedication: Proposed green spaces and land covered by public access <br />easements amount to 2.0 acres or 14.1% of the total property.
