Historic Preservation Commission <br />Meeting Minutes <br />August 19, 2013 <br />Page 3 of 7 <br /> <br />Stewart asked how a conservation easement and a landmark go together. <br />Dejong stated the landmarking is only for the Grain Elevator property (lot 2). He stated <br />the conservation easement will give no build provisions for other portions of the overall <br />development. <br />Haley inquired if the City can apply for grants once the property has changed hands. <br />Dejong answered in the affirmative. <br />La Grave recommended the City should work with SHPO to make sure the same issues <br />are not found with the October grant application. <br />Randy Caranci presented as the purchaser. He gave a history of his family’s <br />involvement in the City of Louisville. He also gave the history of constructing the <br />warehouse, which is located south of the Grain Elevator, and his first attempts at <br />purchasing the mill site. <br />Erik Hartronft presented as the other purchaser. He gave a background of his <br />involvement in Louisville as an architect and resident. He explained how this project, <br />working with Caranci, will be the best for the area because using the warehouse <br />property will alleviate some of the development constraints. He added the no build <br />easements will greatly assist in making sure nothing will ever be built in front of the <br />Grain Elevator. He stated the number one goal is to stabilize the structure. <br />Stewart asked what the vision of the uses on the site as well as detail of the schedule to <br />rehab. <br />Hartronft stated they do not have a tenant in mind because there are so many <br />unknowns. He stated the future is to get visitors inside the Grain Elevator, but mainly as <br />a walk through museum. He stated the southern portion of the structure needs a new <br />foundation, restructured and re-sided. He stated the remainder of the site might include <br />a restaurant, office space, and/or retail. He added the schedule would start in <br />September, if possible, and remediation would be the first stage with foundation, <br />structural stabilization and roof restructure being the next phases. <br />Public Comment <br />Jean Morgan stated she liked the concept because it costs less than other proposals, it <br />involves Louisville citizens, and the plan does not block the Grain Elevator. <br />John Leary stated he would recommend the City reconsider waiving the public land <br />dedication, but if it is going to be waived, that should be done through the Planned Unit <br />Development process and not the purchase agreement. He added otherwise he is in <br />support of this proposal. <br />Commission Discussion and Recommendation
