Historic Preservation Commission <br />Meeting Minutes <br />August 19, 2013 <br />Page 4 of 7 <br /> <br />Koertje asked what action will Council be doing tomorrow night (August 20th). <br />Dejong stated the 1st reading of the ordinance, to purchase the property, will be heard <br />on August 20th, as well as the landmark request. <br />La Grave asked when the HPC would be allowed to review the agreement based on <br />Koertje’s comments. <br />Dejong stated he would make sure to get the changes back to the HPC. <br />Stewart stated he thought the conservation easement was too restrictive. <br />La Grave stated he was confused as to what roll the HPC plays in adoption of this <br />agreement. <br />Stewart stated the HPC can make a recommendation to City Council based on the <br />concerns Koertje stated tonight. He stated he is eager to make a recommendation to <br />start on the project. <br />Discussion ensued around making sure Dejong understood Koertje’s concerns. <br />Stewart asked for a formal motion. <br />Stewart made a motion to recommend Council accept the agreement with Millsite LLC, <br />based on the technical concerns voiced by Koertje. <br />La Grave seconded the motion. <br />Motion approved 6 to 0. <br />Discussion – Historic Preservation Fund expenditures <br />Stewart introduced the item. <br />Robinson presented the HPF estimated budget for 2014 and how the administrative <br />costs are being funded by the HPF. <br />La Grave appreciated the opportunity to review the financial dashboard for the HPC. <br />He passed out a handout which included his review of the budget. His review included <br />comparisons of how the budget has changed over the past few years. He stated his <br />facts and figures also compare the administrative costs as they relate to the number of <br />grants that have been received and processed. <br />Stewart inquired about specific costs, such as health insurance. <br />La Grave inquired about 817 Main Street and where funds went for that project. <br />Robinson stated this was a conservation easement.
