Meeting Minutes <br />October 15, 2013 <br />Page 20 of 23 <br />Waivers: A waiver is requested for a 231 SF sign. The CDDSG allows for a sign no <br />larger than 200 SF and in the case of the Market Place would be allowed up to 130 SF. <br />The developer believes the size of the sign is crucial to the success of the commercial <br />development. Staff did not support allowing a sign which exceeds 200 SF for any <br />building in the City and recommended allowing the maximum square <br />footage allowed in the CDDG, which is 200 SF. The sign would only be permitted for the <br />Art Underground facility and should the Art Underground leave and a new development <br />come in, that sign could not be transferred to the new development. Staff recommends <br />a downcast lighting element for the sign. <br />COUNCIL COMMENTS <br />Mayor Muckle asked why this PUD has to be amended. Principal Planner McCartney <br />explained the original PUD did not include a commercial development with such mass <br />or scale. <br />APPLICANT PRESENTATION <br />Rick Brew, RMC and Takoda Property, 950 Spruce Street, Louisville, CO explained this <br />proposal is not about Steel Ranch, it is about the Art Underground project for an <br />auditorium.They propose to split this lot from the commercial area. He explained this <br />commercial area has been very challenging and they reached out to the community. He <br />explained Laurie Jones was looking to expand her business, Art Underground, which is <br />located downtown Louisville. <br />Lori Jones, 269 McKinley Park Lane, Louisville, CO provided information on the Art <br />Underground, which offers scholarships to families who lost jobs through the recession <br />and families who have suffered life threatening illnesses and were overwhelmed by <br />medical expenses. They have offered quality events to the public free of charge. They <br />are a community based, grass roots organization, which draws all over Boulder County <br />and beyond. They have 700 weekly visits to Art Underground, with 30 to 35 thousand <br />visits annually. <br />th <br />dance studios and the 4 best non-profit in the County. The new location will allow them <br />to expand their offering of more arts programming, senior programming, gallery exhibits, <br />theater and professional performances. Funding for the new location is provided <br />through grants. The project is unique because it is being funding by local citizens and <br />investors. <br />PUBLIC COMMENTS <br />Susan Honstein, 727 Pine Street, Louisville, CO stated the LCC is very supportive of <br />this project. <br />COUNCIL COMMENTS <br />53 <br />
