City Council <br />Meeting Minutes <br />November 4, 2013 <br />Page 4 of 16 <br />• Resolution No. 60, Series 2013, appropriating funds; and the annual <br />appropriation resolution for the City of Louisville, Colorado for the calendar year <br />beginning January 1, 2014 and ending December 31, 2014. <br />• Resolution No. 61, Series 2013, levying general property taxes for the year 2013 <br />to help defray the costs of government for the City of Louisville, Colorado for the <br />2014 budget year. <br />COUNCIL COMMENTS <br />Council member Loo inquired about the funding for increasing web site maintenance in <br />the Community Facilitation Division. City Manager Fleming explained it is additional <br />software support for the new web site. <br />Mayor Pro Tem Dalton addressed the insurance reimbursement for flood damage and <br />asked if the estimates were not final. City Manager Fleming confirmed those refunds <br />are estimates and not final. He explained the City will receive responses from vendors <br />on the Golf Course Reconstruction Project including flood mitigation, which will help in <br />the negotiations with FEMA. He explained it is a work in progress and voiced his belief <br />the budget would have to be amended. <br />Mayor Pro Tem Dalton inquired about the extent of coverage by Western Golf <br />Properties insurance carrier. City Manager Fleming explained staff has been meeting <br />with Western Golf Properties for over two weeks to determine what extent Western's <br />insurance will cover business interruption for Western and property damages for the <br />City. He explained at least $320,000 of property damage will be covered by Western's <br />insurance and would be paid to the City. There are still questions as to whether those <br />funds would be sufficient to cover the damages to the sprinkler system. <br />Mayor Pro Tem Dalton asked if the Federal Highway Authority grant is earmarked for <br />the County Road Bridge. City Manager Fleming stated the grant is for the County Road <br />Bridge and the Dillon Road project and is estimated at $2.5 million. Public Works <br />Director Kowar noted the project estimates have been revisited by the FHWA and may <br />not be all covered by the grant, but may be covered by the FEMA's Golf Course grant, <br />insurance coverage and direct funding by the City. <br />Mayor Pro Tem Dalton asked when the City will know about the grant for the County <br />Road Bridge. Public Works Director Kowar stated his understanding that the grant will <br />be an 80/20 reimbursement grant, with the City paying 20% of the cost. Staff will be <br />working on an IGA with CDOT to coordinate the funding of the improvements and a <br />design /build concept. He would have more information within the next two to three <br />weeks. <br />Mayor Muckle called for public comment. There were no public comments. <br />COUNCIL COMMENTS <br />
