Louisville City Council Meeting <br />December 2, 2003 <br />Page 6 of 22 <br /> <br />City Attorney Light requested two additional items of correspondence be included in the <br />record. <br /> <br />MOTION: Davidson moved Council include the two additional items of correspondence <br />into the record, seconded by Mayor Pro Tem Sisk. All in favor. <br /> <br />City Attorney Light pointed out the Council will only review the comprehensive plan <br />amendment. <br /> <br />Mayor Pro Tem Sisk suggested Council waive the three-minute limitation of public <br />speakers. Mayor Davidson concurred and waived the three-minute limitation. <br /> <br />Planning Director Paul Wood reviewed that Resolution No. 48, Series 2003 proposes <br />amendment to the South Sub-Area Comprehensive Plan. The applicant, StorageTek, <br />is represented by Nell Schoeler. The request is to modify the land use action statements <br />within that portion of the Comprehensive Plan entitled, South Quadrant: South of Dillon <br />Road and West of So. 96th Street. The plan was originally approved in 1994 and amended <br />twice in 1998. He addressed the 1989 Comprehensive Plan, which was amended by the <br />South Sub-area plan. He explained the intersection of Dillon and S. 96th was used as a <br />reference point in the South Sub-area plan to identify four quadrants. He noted <br />StorageTek's original request was dated May 12, 2003. <br /> <br />Wood reviewed the Planning Commission conducted six public hearings of the proposed <br />Comprehensive Plan Amendments on September 18 and 23, October 14, 23 and 28, and <br />on November 13, 2003 approved Resolution No. 19, Series 2003 recommending to City <br />Council four amendments to that portion of the South Sub-area Comprehensive Plan. He <br />stated the comprehensive amendment is consistent with StorageTek's request. <br /> <br />Wood stated the Southwest Quadrant of the Plan reflects the followi~n~ action statements: <br />Avista Hospital/hospital support or expansion; 80 acres west of S. 96 Street and north of <br />STK designated as non-residential; a high school site designated in conjunction with <br />BVSD; Rural density and character of Paradise Lane; and Consideration of residents of <br />Coal Creek Filing #3. The applicant is requesting the elimination of the designation of <br />non-residential on the 80-acre parcel. <br /> <br />Wood stated the applicant's position is the comprehensive plan amendment is warranted <br />based on the attributes associated with a mixed-use development plan: A mixed use plan <br />reduces peak hour traffic generation; Significant positive fiscal impacts upon the City of <br />Louisville; Roadway connection between S 88th Street & S 96th Streets; Residential <br />product at 6-12 units per acre; and Pedestrian connectivity to transportation systems, <br />parks and open space. <br /> <br />Woods reviewed the basis of comprehensive planning and its relation to zoning, which is <br />documented in Chapter 17 of the Louisville Municipal Code.
