City Council <br />Meeting Minutes <br />December 17, 2013 <br />Page 22 of 24 <br />Council member Jasiak noted this project has been put on hold for a very long time. <br />She asked the CIP Manager if she anticipated much work being done before January <br />14th. CIP Manager Trettin explained the design work is ongoing. The contractor was <br />selected several months ago and this contract is for pre- construction services and has <br />nothing to do with the actual construction services. It develops a baseline budget for <br />the project and identifies, for the general contractor, what the guaranteed maximum <br />price will be. <br />Council member Jasiak voiced her support for the approval of the contract. <br />City Manager Fleming explained $10.3 million dollars was budgeted for this project and <br />the pre- construction service is only a small part of the contract. The pre- construction <br />data may make it necessary to come back before Council to look at different options. <br />CIP Manager Trettin noted this is not additional funding; it is included in the $10.3 <br />million dollars. <br />Mayor Muckle stressed the importance for the design work and to be able to determine <br />a maximum price. City Manager Fleming noted this project is substantially lower than <br />other jurisdictional projects, including the site and construction costs and will enable the <br />City crews to do their jobs more efficiently and provide a safe work environment. <br />Council member Stolzmann stated she was not questioning the merits of the project; <br />she was unsure whether the City had funds to pay for this project. She would rather <br />wait until after the budget retreat to approve the contract. If the City doesn't have the <br />money to pay for the facility, she would rather ask the voters for the money before it is <br />spent, rather than afterwards. <br />Council member Lipton noted the cost of the project, if delayed, may be increased <br />significantly. Delaying the design will ultimately end up costing more. <br />MOTION: Council member Jasiak moved to award the contract to Bryan Construction, <br />Inc. for Pre - Construction Management /General Contracting Services for the City <br />Services Facility for an amount not -to- exceed fee of $16,500, seconded by Council <br />member Loo. Roll call vote was taken. The motion passed by a vote of 6 -1. Council <br />member Stolzmann voted no. <br />APPROVE AMENDMENT TO THE AGREEMENT BY AND BETWEEN THE CITY OF <br />LOUISVILLE AND RNL DESIGN, INC. FOR THE CITY SERVICES FACILITY <br />PROFESSIONAL SERVICES <br />Mayor Muckle requested a staff presentation. <br />CIP Manager Diana Trettin explained Council awarded RNL Design, Inc. (RNL) the <br />Design and Engineering Services contract for the City Services Facility. The original <br />negotiated price not -to- exceed fee of $ 656,000 with RNL Design, Inc. was to provide <br />51 <br />
