Historic Preservation Commission <br />Meeting Nlinutes <br />December 16, 2013 <br />Page 4 of 7 <br />Motion approved 6 to 0. <br />Presentation — History Colorado <br />Robinson introduced the item, and introduced Dan Corson and Patrick Eidman. <br />Corson addressed the HPC and explained how they review local Certified Local Governments <br />(CLG). He then introduced Eidman. <br />Eidman announced the new technical assistance unit at the State Historic Preservation Office <br />(SHPO). He stated the idea is to continue outreach to the preservation assistance SHPO <br />provides. <br />Corson then went through a slide show he provided showing other CLG's. He stated he <br />appreciated all of the work the Louisville HPC does. He added the City of Louisville has one of <br />the best websites and provides some of the best counter top information they have seen. <br />Discussion - Demolition by neglect / Miner's Cabins <br />Robinson presented the item. He stated, upon discussion with the Chief Building <br />Official Ken Swanson, the code deals with security from entry if it is not inhabited. <br />Therefore if the building is not inhabited, then there is nothing in the building code to <br />require the property owner to do more maintenance on a dilapidated building. <br />Stewart asked if staff has received any contact from the owners. <br />Robinson answered no. <br />Stewart said we might want to consider a code amendment to the LMC to address this <br />issue. <br />Discussion — Loan Program <br />Robinson introduced the item and presented the information he received back from the <br />City Attorney. He stated the City Attorney's options included: <br />•Interest rates <br />•What happens if the property is sold during the remainder of the loan <br />•Include anything in regards to interior improvements <br />Stewart stated interior works should only be done for code and structural reasons. He <br />also stated he would be comfortable with the City Manager setting the interest rate. <br />Robinson stated the City Attorney recommends the City Manager set the interest rate <br />each year, just like he sets the fees. <br />Koertje stated market changes might change market rates during the year. <br />Watson stated the language allows for modifications by the City Manager if the rates are <br />adjusted. <br />
