Historic Preservation Commission <br />Meeting Nlinutes <br />December 16, 2013 <br />Page 5 of 7 <br />Griffin stated to set it on the prime rate, plus or minus. <br />Robinson stated he believes this is what the City Attorney is recommending. <br />Griffin stated there is more integrity in that action. <br />Haley stated she agrees because it allows for fluctuation. <br />Stewart agreed it makes sense tying it to the prime. He then suggested if the property <br />is sold the loan should be canceled and the money should return back to the fund. <br />HPC agrees. <br />Robinson informed the HPC of the next steps. <br />Koertje made a motion to forward this language to Council. Haley seconded the motion. <br />Motion carried 6 to 0. <br />Discussion — Grain Elevator <br />Robinson gave an update of the progress: <br />• Mitigation is at 90% <br />• Bins are cleaned out and there is rotted wood at the bottom of the bins <br />• Construction of south end should start in January <br />• More details at the next subcommittee meeting <br />Stewart asked when landmark would be completed. <br />Robinson said it would be in line with their PUD. <br />Discussion — Mine Markers <br />Robinson stated he did not have anything new to announce. <br />Stewart stated Troy Russ, Planning Director, recommended this as a joint project with <br />the Historic Commission. <br />Discussion — Federal preservation tax incentives <br />Robinson stated La Grave was to have new information. He recommended this to be <br />continued to next meeting. <br />Committee Reports — <br />Preservation Master Plan /CLG grant application <br />Robinson stated we are awaiting information from SHPO. <br />Historical Commission Liaison <br />
