Anticipated sources of revenue are: FEMA reimbursement, <br />CO State reimbursement, settlements from WGP and City Insurers, Colorado <br />DOT (for Dillon Bridge repair) and transfers between City Funds. It is <br />anticipated that FEMA will reimburse 75% of eligible reinstatement expenses <br />with the State providing an additional 12.5%. It is not known if FEMA will <br />place restrictions on reconstruction contract to comply with the Davis-Bacon <br />Prevailing Wage Statute which are more onerous than required by City <br />regulations. It is also not known when FEMA reimbursement will be <br />committed. While FEMA will reimburse for the value of damaged bridges, the <br />contract includes bringing bridges up to current code standards. The proposal <br />from Landscapes Unlimited includes working with FEMA on documentation <br />and reimbursement. City Staff are already working with Landscapes <br />Unlimited on Pre-Construction Services with a view to having a final Not-to- <br />Exceed Design/Build Contract ready to present to City Council for approval at <br />the December 17 meeting, this will include both the re-instatement work and <br />renovations to provide a much improved and playable course. If Council <br />approves the Contract work will start immediately dependent on weather and <br />logistics. <br /> The Golf Course under City Management will operate as an Enterprise Fund <br />and will be expected to be self-financing. Based on comparison with other <br />local courses and with the prior WGP reports, revenue of around $1.9M and <br />expenses of $1.6M are expected. This should allow amortization of the City <br />investment and the renovation and accrual of a Capital Expense fund for <br />future maintenance, <br /> City Human Resources Staff are in the early stages of developing a staffing <br />plan with job descriptions, salary grades etc. If Board Members are contacted <br />by potential employees, all inquiries should be directed to Kathleen Hix, <br />Human Resources Manager (kathleenh@louisvilleco,gov). To avoid incurring <br />unnecessary expense, actual hiring will be delayed until the course is ready to <br />open apart from critical positions that need to be filled during reconstruction. <br />It is expected that cost saving will be achieved by sharing positions within the <br />Parks and Recreation Department in such areas as an equipment mechanic <br />and a marketing and promotions position. One will be shared with the Parks <br />Division and the other shared department wide. <br /> Board Discussion: Chairman Gambon proposed that an interim Teaching <br />Professional be hired earlier to restart interest and generate some revenue for <br />golf at Coal Creek. He pointed out that the Monarch High school golf <br />program will require training facilities and a Teaching Professional plus use of <br />the driving range and potentially hole #1 may meet their needs. We also <br />need to consider marketing programs including a vigorous Youth Program. <br />The Board expressed concern that WGP’s plan for winterizing the course was <br />disrupted by the flood (aeration planned for September 14) and no work has <br />been done since. While it would be pointless working on the parts of the <br />course that will be torn up for the renovation, most of fairway area would be <br />unaffected and should not be neglected.Complaints were raised about the <br />piles of debris left on the course.
