<br />from the parking lot. The dock high loading area is located on the <br />north side of the building and will not be visible from Plaza <br />Drive. <br /> <br />Building coverage is only 4% of the total area, rather than 40% <br />allowed by code. Coverage is limited by the presence of two major <br />utility easements acquired by the Public Service Company and the <br />City of Lafayette. The combined width of the easements is 87 feet, <br />encumbering approximately 26,000 s.f., or 37% of the lot. The <br />utility easement is used for parking area. <br /> <br />There is a total of 63 standard and 4 handicapped accessible <br />parking spaces provided on the revised 4/6/92 site plan. Based <br />upon a required ratio of one space per 3 seats, the number of <br />spaces provided will serve 201 patrons. <br /> <br />The landscape plan shows approximately 39% (27,000 s.f.) of the <br />site landscaped and sodded. Property street frontage adjacent to <br />both Hecla Drive and Plaza Drive reflects an intensive perimeter <br />landscape treatment. <br /> <br />Lot coverage, setbacks, and building height, as shown on the site <br />plan, are in compliance with applicable zoning requirements. <br /> <br />STAFF COMMENTS: <br /> <br />A number of issues were raised at the Planning Commission meeting <br />on March 18. The issues raised have been addressed as follows: <br /> <br />1. Hecla Drive. <br /> <br />Hecla Drive is not platted and can not yet be utilized as an access <br />for the project. The obligation to construct Hecla Drive will be <br />determined by subdivision agreement at the time of subdivision. <br />The South Boulder Road Corporation has indicated that it will be <br />obligated for Hecla Drive upon approval of Louisville Plaza Filing <br />No.3. <br /> <br />2. Secondary Access. <br /> <br />The Uniform Fire Code requires that no street to commercial <br />development exceed 300' without a secondary access. The Fire <br />Marshal has approved a secondary, emergency access plan submitted <br />by the applicant. The existing construction access is to be <br />upgraded to provide restricted emergency access from Highway 42 <br />approximately 900 feet to the west. The Fire District is requiring <br />that the applicant upgrade the access with an all weather surface <br />(road base) and secure the entry with a chain and lock. <br /> <br />The Fire Marshal is requesting that the applicant be responsible <br />for maintenance and snow removal of the secondary access. The Fire <br />Marshal is not requiring an additional fire hydrant. <br /> <br />2 <br />
