14. (a) Superior agrees to pay a monthly fee to Louisville for the sewage treatment service provided for herein based upon flow, for commercial service, or the number and types of taps connected to the Superior system for non-commercial service, and tributary to the Louisville system, at the sewer rates of Louisville charged to sewer customers located within Louisville's boundaries and in effect at the time of billing. superior shall pay the full amount of the monthly fee to Louisville within fourteen (14) days after billing, but no billing will occur so long as the sums received by Louisville pursuant to paragraph (b) hereof at least equals the amount owed by Superior to Louisville. In addition, superior shall pay to Louisville such additional amounts which represent a reasonable estimate of all costs incurred by Louisville in billing superior sewer charges which are in excess of Louisville's charges, and in otherwise administering those excess charges. (b) until otherwise agreed by the Louisville City Administrator and the Superior Town Manager, Louisville will bill sewer charges to sewer customers located within Superior. The rates will be established by Superior and reported in writing to Louisville from time to time. Any sum actually received by Louisville from sewer customers located within superior shall be credited to the amount owing to Louisville from Superior, including any additional amounts as described in paragraph (a) hereof, and any sums so received which exceed the then current total of all financial obligations owed by superior to Louisville pursuant to this Agreement shall be returned to superior monthly, within fifteen days after the end of each month. Louisville shall also submit to Superior, with each payment to Superior, a list of those sewage customers within superior who are in default of payment to Superior. Louisville may establish any reasonable billing procedure. (c) Superior shall provide information necessary to compute sewer charges by the 5th of each month in order to assist Louisville in calculating sewage costs. (d) Louisville shall have complete access to superior's utility billing records which relate to accounts served through this Agreement and may at any time read or check meters served through this Agreement in Superior. (e) The Louisville City Administrator and Superior Town Manager may revise the procedures described in this paragraph 14 by mutual written agreement. 15. superior does not presently have a fully staffed public works department and, therefore, has limited ability to maintain or make repairs of its sewage collection system.
