City Council <br /> Meeting Minutes <br /> January 21, 2014 <br /> Page 8 of 30 <br /> John Leary, 1116 LaFarge Avenue, Louisville, CO voiced his concern on how the City is <br /> entering into the small area plan process. He felt there should be specific objectives to <br /> avoid the problems, which occurred during the Comprehensive Plan process. He felt <br /> the Council needs a very clear description of each phase and to review analysis after <br /> each phase. He was troubled by the statement the small area process would be the <br /> same as the Comprehensive Plan process. He stated the Citizen Action Committee <br /> (CAC) was concerned about the outcome of the Comprehensive Plan process and <br /> conducted a survey, which demonstrated the public did not support what was to be <br /> allowed by the Comprehensive Plan and in particular, replacing commercial land with <br /> high density housing every time there is a redevelopment opportunity. He felt a four day <br /> intensive workshop was too much for the average citizen. He asked Council to look at <br /> the process to avoid these problems, which occurred during the Comprehensive Plan <br /> process. <br /> Joel Hayes, 187 Harper Street, Louisville, CO thanked Council for creating a process, <br /> which addresses the residents' concerns about the Comprehensive Plan and the urban <br /> corridors planned for South Boulder Road and McCaslin. He requested the process be <br /> driven by citizen input. He reported serving on the City's Water Utility Rate Task Force <br /> and learning so much about the City and feels like a much more informed user. He <br /> noted the City received the benefit of bringing in citizens to drive the process. He <br /> requested more citizen participation in the small area plan process. <br /> Jim Taylor, 153 Harper Street, Louisville, CO voiced his concern over the development <br /> along South Boulder Road and noted it will create more traffic congestion. <br /> COUNCIL COMMENTS <br /> Council member Loo voiced her concern over the small area plan process. She <br /> addressed the fact that 160 persons are signed up for MindMixer Web site and stated it <br /> is a small sector of the population. She felt the mailings become very important and all <br /> three mailings should be crystal clear on what the definition of a small area plan is. She <br /> felt the message should resonate to all the interested parties. She stressed the <br /> importance of the small area plans and informing the public. She was interested in who <br /> was interviewed during the Desire phase. She suggested the Council appoint an Ad <br /> Hoc committee made up of Council members, who have the time to devote to the <br /> process. <br /> Council member Jasiak addressed the mailer and wanted to make it clear to the <br /> residents when these items will be discussed by the City Council. She felt there was <br /> some confusion during the Comprehensive Plan process. With respect to the project <br /> wrap-up, she wanted to make sure the public clearly understands each phase. She <br /> supported the suggestion of clearly understanding the goal of each phase. She <br /> supported a Citizen Task Force with some Council members' participation. She voiced <br /> her appreciation to the Planning Division for informing the Council early in the process. <br />
