I <br /> 10 <br /> ILOUISVILLE ARTS AND HUMANITIES COUNCIL, INC. <br /> IMinutes from the August 10, special meeting of the council. <br /> IPersons present at the meeting: Carolyn Markham, John Hansen, and Jennifer Forrey. <br /> Carolyn opened the meeting. Jennifer read the minutes from the July 20th meeting of <br /> I the council, which were prepared by Nancy Westergaard. No report from the treasurer <br /> was given as there are no funds. <br /> 1 Carolyn reported on her meeting with David Stahl, city administrator, regarding <br /> acquisition of "start-up" funds for the council. David was concerned that providing city <br /> I funds at this time might render the council ineligible to receive County Cultural Tax <br /> District funds later. Therefore, as it stands there will be no money for "start-up" <br /> purposes provided by city. <br /> • <br /> Carolyn reported that the Boulder County Citizens Cultural Advisory Board Meeting <br /> 9 <br /> scheduled July 27th, had been officially cancelled by Shirley McGuiness and Joanna <br /> b Grant, because only two members had been notified about the meeting. However, about <br /> one hour before the scheduled meeting time, two members of the Advisory Board, Maggie <br /> Markey and Elizabeth Pheasant, decided to attend the meeting with the county <br /> I commissioners anyway. At the meeting, Maggie Markey presented a paper to the <br /> commissioners regarding the Advisory Board's position on the allocation of funds to cities <br /> in the county district. Carolyn relayed concern that the paper Maggie presented <br /> I expressed her opinion only, instead of that of the Advisory Board as a whole. Carolyn has <br /> copies of Maggie's letter should anyone choose to read it. <br /> I Carolyn then attended a meeting of the Advisory Board members only, also on July 27th, <br /> in which there was no discussion about the miscommunication of meeting times. At this <br /> meeting, Maggie Markey stated that the county commissioners agreed with her position <br /> I as stated in the paper she had presented earlier in the day. The County Commissioners <br /> do not feel that money from the county cultural tax district should be apportioned by <br /> population, but that each 501 (3) (c) group should apply directly to the Advisory Board for <br /> I funding, and everyone will compete on an equal basis, with no money set aside for any <br /> specific city or community. <br /> With regards to this new insight, Carolyn has spoken with Pam Ferris, (a link to an often <br /> unavailable David Stahl) as well as Eugene Caranci, executive director of the Louisville <br /> I Chamber of Commerce. County Commissioner Josie Heath has also been in contact with <br /> Eugene, and she would like to set up some kind of luncheon meeting to discuss the issue <br /> further. <br /> 1 <br /> The reason for the special meeting was at the request of John Hansen and Jennifer <br /> loForrey. i <br /> I <br />
