I
10
ILOUISVILLE ARTS AND HUMANITIES COUNCIL, INC.
IMinutes from the August 10, special meeting of the council.
IPersons present at the meeting: Carolyn Markham, John Hansen, and Jennifer Forrey.
Carolyn opened the meeting. Jennifer read the minutes from the July 20th meeting of
I the council, which were prepared by Nancy Westergaard. No report from the treasurer
was given as there are no funds.
1 Carolyn reported on her meeting with David Stahl, city administrator, regarding
acquisition of "start-up" funds for the council. David was concerned that providing city
I funds at this time might render the council ineligible to receive County Cultural Tax
District funds later. Therefore, as it stands there will be no money for "start-up"
purposes provided by city.
•
Carolyn reported that the Boulder County Citizens Cultural Advisory Board Meeting
9
scheduled July 27th, had been officially cancelled by Shirley McGuiness and Joanna
b Grant, because only two members had been notified about the meeting. However, about
one hour before the scheduled meeting time, two members of the Advisory Board, Maggie
Markey and Elizabeth Pheasant, decided to attend the meeting with the county
I commissioners anyway. At the meeting, Maggie Markey presented a paper to the
commissioners regarding the Advisory Board's position on the allocation of funds to cities
in the county district. Carolyn relayed concern that the paper Maggie presented
I expressed her opinion only, instead of that of the Advisory Board as a whole. Carolyn has
copies of Maggie's letter should anyone choose to read it.
I Carolyn then attended a meeting of the Advisory Board members only, also on July 27th,
in which there was no discussion about the miscommunication of meeting times. At this
meeting, Maggie Markey stated that the county commissioners agreed with her position
I as stated in the paper she had presented earlier in the day. The County Commissioners
do not feel that money from the county cultural tax district should be apportioned by
population, but that each 501 (3) (c) group should apply directly to the Advisory Board for
I funding, and everyone will compete on an equal basis, with no money set aside for any
specific city or community.
With regards to this new insight, Carolyn has spoken with Pam Ferris, (a link to an often
unavailable David Stahl) as well as Eugene Caranci, executive director of the Louisville
I Chamber of Commerce. County Commissioner Josie Heath has also been in contact with
Eugene, and she would like to set up some kind of luncheon meeting to discuss the issue
further.
1
The reason for the special meeting was at the request of John Hansen and Jennifer
loForrey. i
I
