I <br /> Page 2 <br /> 1 <br /> John voiced a desire to move through the frustrating delays of the County Cultural in <br /> order to positively influence one-time events such as the construction of the new library <br /> I and recreation center. John would like to see the council's definition expand beyond that <br /> of a receiving group for the County Cultural Facilities Tax District money. Carolyn <br /> believes the city is supportive of an expanded definition, and relayed David Stahl's <br /> I feeling that an arts and humanities organization in the city of Louisville, is long <br /> overdue. An agreement was made by the council members present, that delays in <br /> receiving County F.T.D. funding would not dampen the spirit or intention of the council, <br /> I and that money would be raised or grants would be requested that would allow the <br /> council to be an active, vital part of the community. <br /> I Carolyn discussed a packet of information, published by the National Assembly of Local <br /> Art Agencies discussing the purpose, structure and function of local art agencies. <br /> Carolyn suggested everyone read the information because it provided basic information <br /> I - about the nature of local arts agencies, (such as the Louisville Arts and Humanities <br /> council,) and would help us better draft our own mission statement and goals. The <br /> Boulder County Citizens Cultural Advisory Committee's mission statement and goals is <br /> I another resource the council can draw from when preparing our defintion. By using the <br /> County's goals as a guide, the council will be in line with the County's expectations for. <br /> local arts agencies. <br /> bJohn has met with Debbie Broom, Personnel Manager of the city, with regards to a <br /> citizen survey the council would like to circulate. Production of the survey and postageis <br /> I beyond the council's current resources, therefore the project has been delayed until ways <br /> are found to bypass these roadblocks. As an agency of the city, the council recognized <br /> that we will be "consultants" for the city, and politically sensitive comments/questions <br /> should be avoided. The council then brainstormed about ways to circulate the flyer, <br /> Iincluding production via desktop publishing software, mailing it with the utility bill, and <br /> ideas for the information lay-out so that the appearance is inviting more people will be <br /> willing to respond. <br /> I <br /> John then presented several programs offered by the Colrado Council of Arts and <br /> I Humanities, including The Individual Artist's Programs, Art in Public Places, and <br /> Community Programs. The possibilities of these programs are exciting, because grants <br /> (larger than the County Cultural Facilities Tax District money) have been given to <br /> I communities smaller than Louisville. Carolyn will bring in information on a new program <br /> sponsored by the CCAH, designed to assisted newly formed groups such as our own. She <br /> promises to bring information on it to our August 17th meeting. The council must obtain <br /> 501 (3) (c) status before applying for CCAH grants, but Carolyn informed the council that <br /> Ithis IRS tax status might be obained as quickly as in one month. <br /> I John then discussed in greater detail the Art in Public Places Program, which would have <br /> great application to the design of Louisville public buildings such as the recreation center <br /> and the library. The Local Arts Council Grants program was also discussed. It was <br /> IPdetermined that the Louisville Arts and Humanities council would fit the eligibility <br />
