I <br /> IP <br /> ILOUISVILLE ARTS & HUMANITIES COUNCIL <br /> 1 Minutes from the August 17 meeting of the council. <br /> Persons present at the meeting: Carolyn Markham, Jennifer Forrey, Mary O'Brien, and <br /> Iguest, Joanne Lyman. <br /> I Carolyn opened the meeting. Joanne Lyman was introduced, and talked a little bit about <br /> her background in the arts; specifically art history and education. Jennifer read the <br /> minutes from the August 10th special meeting of the council. No report from the <br /> Itreasurer was given as there (still) are no funds. <br /> President's Report <br /> I Pam Ferris, city clerk, relayed information from the IRS to Carolyn stating that a <br /> prospective budget was required before the council would be granted S0I(c)(3) status. <br /> The council's lawyer, Alan Hill, informed Carolyn that an itemized proposed budget is <br /> I needed. Carolyn feels that membership fees for such groups as the CCAH and the <br /> Colorado Consortium for the Arts, in addition to costs incurred by the citizen survey will <br /> constitute our initial budget. <br /> bThe Boulder County Cultural Facilities Tax District Advisory Board met Monday, August <br /> 14th, to finalize their Mission Statement and Goals. There will be the final public <br /> I hearing on Thursday, August 24th, at 3:00 p.m. to allow citizen input on the County <br /> Commissioners charge to the Advisory Board and allocation of County Cultural Facilities <br /> Tax District money. The public meeting will be held in the hearing room in the County <br /> I Commissioners offices: 3rd floor, Boulder County Courthouse, on the Pearl Street Mall. <br /> Mary agreed to notify the Louisville Times about the meeting, in an effort to rally public <br /> support for the meeting. <br /> Members of the council present at the meeting were not in agreement with the County <br /> Commissioners apparent plan for distribution of Cultural Facilities Tax District money. <br /> I General concern was expressed that Louisville residents may not have favored the sales <br /> tax increase had they known distribution of funds would be held at the county level. <br /> Resolution #10, of Louisville City Council states the initial formation of the Arts and <br /> I Humanities Council to be out of a need to establish a receiving agency for the Tax <br /> District money. Louisville developed Resolution #10 from the same state statute as the <br /> surrounding six county area, and the city staff understood that Louisville would be <br /> receiving a share of the Tax District money. <br /> Carolyn reported that the Boulder County Cultural Tax District Advisory Board still has <br /> I not discussed formulating a distribution formula that would be fair and equal to all, and <br /> that they have just begun to draft grant applications that 501 (c)(3) groups will use to <br /> compete for grant money from the county Tax District. <br />
