Another problem the City has experienced is <br /> permitting an event for a small number of participants but the day of the event it has <br /> grown to be bigger than the approved traffic control plan design. <br /> Staff is currently changing the permitting process. These changes will make it easier for <br /> staff to understand the impacts of the event before they are approved and also make it <br /> easier for event promoters to understand the City's needs. However, staff would like <br /> some direction from the City Council on whether Council wants staff to suggest limits on <br /> the number of events in town. Staff received a request to permit another seven nights of <br /> Movies and Food Trucks in Community Park for this summer. Staff has asked the <br /> requester to wait until the City Council can provide direction. <br /> New requests include a Cruiser Bike Ride and a Dance Mile (closing the length of the <br /> street for dancing one mile). Staff has suggested to event promoters to conduct more <br /> events in the Centennial Valley area to spread out the impact, but promoters believe <br /> Centennial Valley does not have the feel they are looking for. <br /> In 2013 staff began limiting the number of closures of Front Street for events at the <br /> Steinbaugh Pavilion. The 800 Block of Front is already closed for nine nights for the <br /> Street Faire and an additional 19 Saturdays for the Farmer's Market. For the past two <br /> years there has also been a one-day closure of the 700 Block of Front and the 900 <br /> Block of Spruce for the MonsterDash running event. Staff determined additional <br /> closures in the area were detrimental to the Library and access to other businesses on <br /> Front Street. In addition, the City's current special event guidelines state the City will <br /> give priority to the following events : July 4th'Fall Festival, Taste of Louisville, Parade of <br /> Lights, Downtown Street Faire, Farmer's Market, and WinterSkate. In addition, priority is <br /> given for new events from the following non-profit, civic entities which represent multiple <br /> property owners, tenants, or businesses in town: Louisville Chamber of Commerce; <br /> Downtown Business Association; Colorado Tech Center Owners' Association; and <br /> Boulder Valley School District. <br /> Public Relations Manager Muth asked for direction to staff on whether Council would <br /> like to see special events limited, and if so, what specific approaches to limiting events <br /> Council supported. <br /> Library Director Barrett reported on the impact of the Street Faire on the library. <br /> Looking at the circulation numbers and the number walk-ins, in May before Street Faire <br /> compared to June and July there was a 25-35% decrease in check outs. She felt this <br /> had an impact on summer reading programs. Young families and older users who have <br /> to park a long way from the library are especially impacted. <br /> PUBLIC COMMENT <br /> Jacques Blanchard, Owner of The Rex, 817 Main Street, Louisville, CO requested the <br /> businesses be given notice before events take place.
