Urban Drainage Flood Control District <br />may be taking care of part of the debris removal near the railroad tracks, at <br />significant cost savings to the City. Most of the flood organic material, that isn't <br />blocking the trail, will be left in situ. Currently there is no plan to re- direct stream <br />flow from current flow, except possibly at Hwy 36, where a cobble build -up has <br />changed the dynamics a little. Staff will ask FEMA for help fund this. The current <br />general plan is to "build to existing" in most every place. Remediation and <br />enhancements (like raising trails) may have to wait for future planning. Staff is <br />pushing for a four month completion schedule, which is faster than the initial six <br />month estimate, excluding the Hwy 36 repair, where the funding and <br />collaborations concerns still need to be addressed. <br />2. Ember spoke to Meredyth about alternative dates for OSAB study session with <br />City Council. May 13th or July 8th were listed as possibilities. The board <br />members who were present agreed that the May 13th date was preferable. <br />3. Staff has a new employee, Harlan. He has removed, painted and re- installed <br />all the Open Space dog bag containers. The free bag program was tedious and <br />involved a long wait for bags. Staff has decided to simply buy bags with better <br />biodegradability. They have no advertisements on them. <br />4. Staff has observed that the memorial bench program is very time consuming <br />for staff. Staff is working on putting a packet of information together that would <br />be available on the website to help answer questions from interested parties. <br />They are hoping to have points on a map with possible bench sites, including <br />photos, for people to choose from when they want to pursue the program. <br />5. The staff's designs for the planned youth corps floating wetland project at <br />Hecla has been revised. They are looking for something that looks natural, has <br />low- maintenance perennial plants, provides nesting cover, and may be modular <br />enough to add to overtime. Cost may begin to be prohibitive and they may need <br />to come to OSAB to discuss the cost. <br />6. The dam at Hecla is complete. They are still waiting for stop logs for the outlet <br />structure. The city forester thinks that most of the trees have died due to the lack <br />of water and will need to be removed. The board may need to weigh in on <br />planting new trees on the Open Space at Hecla Lake. <br />7. The work on the underpass at McCaslin slowed down a little due to the recent <br />snow, but it is still mostly on schedule. At Davidson Mesa most of the concrete <br />has been poured. There is a section that will have to be re- poured since it didn't <br />make ADA grade- specifications. There will be parking places that meet ADA. <br />The seat -wall at the underpass is completed and looks good. Irrigation and <br />seeding is planned for April and May. The Harper side is less completed. A <br />change order to the irrigation plan occurred that allows for a connection point so <br />that in the future irrigation could be installed that would reach the west and north <br />side of the Lake, which may help establish vegetation. There is still debate on <br />whether or not to put the vault toilets in during the construction, or after the <br />construction.
