Open Space Advisory Board <br />Minutes <br />March 12th, 2014 <br />Page 3 of 6 <br />the original sign design for the interpretive sign at Davidson Mesa kiosk with the <br />intention to try to match it for the Harper kiosk. The board will discuss the <br />contents of this sign at a future meeting. <br />VI. Board Updates <br />1. Tom reported that there is some conjecture that the City Council and City Staff <br />are considering the purchase the Baptist Church property on South Boulder Rd. <br />for approximately 1.2 -1.3 million dollars out of the Open Space & Parks <br />Conservation Trust Fund. The use of the property has not been identified yet, <br />and there is still discussion as to what to do with the church building: subdivide <br />the property or demolish it, etc. If the property is purchased by the City, from <br />these funds, OSAB expects to be consulted as to the ultimate classification of the <br />land. The board discussed whether or not OSAB should have had an advocacy <br />role with regard to this property since it was a mid -range open space acquisition <br />target, but a good park acquisition target. The board agreed that they acted <br />within their purview on this issue, but was concerned that there was not a citizen <br />board to weigh in on issues of land acquisition for potential park properties. This <br />may be an item to discuss with Council during study session. <br />VII. Public Comments on Items Not on the Agenda <br />(none) <br />VIII. Discussion: Way- finding Planning <br />Currently there isn't a lot of City activity on this issue, so there may be a chance <br />for OSAB to take leadership of it. Helen proposed forming a subcommittee to <br />help move this along. A subcommittee of two board members does not trigger <br />the public process (ie. requiring public notice and meeting on a public property). <br />However, there are three board members who want to be involved (Laura, Tom, <br />and Helen), so the board will need to proceed with the public notice rules. There <br />is a 2014 budget of $54,000 for way- finding projects. All the products for this <br />project must be ordered and received by December to qualify for this funding. <br />Ember will email us the GIP description of the way- finding project. Missy <br />suggested that the discussed color scheme and geographically - relevant names <br />for the trails were important points for the subcommittee to keep in mind. She <br />also suggested identifying the top ten (or so) destinations for distance markers <br />on the trails. Ember reminded the board of the features OSAB identified as <br />important for a good way - finding system during the January meeting, including: <br />- Road names at intersections and underpasses <br />- Small maps of the systems on the back of rule signs <br />- Partnering with other departments (e.g. Public Works) to tie in with their <br />color scheme /plans <br />The subcommittee will meet before the next board meeting. <br />4 <br />
