<br />Immedia~ely to the north of the subject property is Outlot A <br />(.792 Ac.) which was dedicated by the applicant as open space. <br />The outlot is 50' foot wide and runs parallel to the subject <br />property. To the north of Outlot A is agricultural ground with <br />a single family home zoned PCZD. The property is designated on <br />the North Louisville General Development Plan as parcel H (com- <br />mercial/office) and parcel K (mixed use). To the east is S.H. 42 <br />, to the south are parcels I and L (commercial/office). Parcel J <br />is located to the south and is designated as mixed use develop- <br />ment. <br /> <br />STAFF COMHENTS: <br /> <br />A project referral was completed by staff. Comments received <br />raise no conflicts with the proposal. There are no revisions <br />required. <br /> <br />The location of the proposed structure allows it to be screened <br />from the east, north and west. The rental center building, with <br />an overal1 height of 24', wil1 screen the structure from S.H. 42. <br />A combination of screening fence, setback, open space buffer, and <br />the low profile nature of the structure will screen it from the <br />north and west. <br /> <br />STAFF RECOMHENDATION: <br /> <br />staff recommends approval of an amendment to the final develop- <br />ment plan without condition for the following reasons: <br /> <br />1. The amendment, if authorized, is consistent with objective #2 <br />under the goal of Commercial/Business Siting in the Louisville <br />Comprehensive Plan. The objective requires mitigation of adverse <br />impacts of retail development on neighborhoods, traffic and the <br />community as a whole. <br /> <br />2. The applicant has acted to mitigate visual impact of the <br />proposed structure. Screening is accomplished through location, <br />screening fence, setbacks and buffering reflected on the final <br />development plan. <br /> <br />3. The amendment,if authorized, does not represent a significant <br />variance to the approved final development plan. The structure <br />will not impact access, parking or fire hydrant locations. <br /> <br />PLANNING COMHISSION ACTION: <br /> <br />Resolution No.12 , series 1991, declares approval by the Planning <br />Commission and recommends same to City Council. Commission may <br />also recommend conditional approval or deny the request. <br /> <br />2 <br />
