City Council
Meeting Minutes
April 15, 2014
This Committee would be advisory in nature and similar to the Interchange Committee
would consist of two Louisville Council members (Mayor Pro -Tem Dalton and Council
member Stolzmann), two Superior Trustees and one staff member from each
municipality as appointed by the respective governing boards. Superior Trustees and
staff have a similar desire to work on areas of mutual interest and are supportive of the
Joint Issues Committee, including the DDI project, McCaslin Interchange transportation
issues, coordination of utility systems, development of the Superior Town Center, trails
coordination, Safe Routes to School and other matters.
COUNCIL COMMENT
Council member Lipton asked if the Town of Superior is interested in expanding the role
of the Committee. City Manager Fleming stated the Town of Superior is very interested
in the Joint Committee.
Council member Lipton inquired whether there was a need for any of the other
neighboring municipalities to be involved. City Manager Fleming stated it may be
possible, but they have not had the same number of cross - border issues with Lafayette,
Broomfield or Boulder County.
Council member Lipton inquired whether there should be an intergovernmental
committee. Council member Stolzmann noted there is the Consortium of Cities. The
Mayor is a member of the Committee and they meet every other month.
Mayor Muckle voiced his support for a Louisville /Superior Joint Issues Committee.
MOTION: Council member Loo moved to approve Resolution No. 23, Series 2014,
seconded by Council member Keany. All were in favor.
DISCUSSION /DIRECTION — 2014 FIREWORKS
Mayor Muckle requested a staff presentation.
Public Relations Manager Muth explained initially after the flooding in September, staff
thought the July 4th fireworks could still be held at the Coal Creek Golf Course. However
now construction plans are in place and it has become clear the location is not a viable
option. Other options may work, however there is no one location in town which offers a
large open area also irrigated similar to the golf course.
Monarch High School: This has not been discussed with the school district. The
concern with this location is all of the surrounding area is non - irrigated crop land or
undeveloped property (Phillips66). If there is little precipitation the surrounding area
could be very dry and present a fire hazard.
