The elevation on the north wall is blank (without <br />windows) as a requirement of the Fire Code. The Planning staff applauded the design <br />of the building, which is consistent with the Downtown framework. <br />Parking:. The Louisville Municipal Code requires 1 parking space for every 500 square <br />feet of leasable area in the Downtown area, regardless of use. In this instance the <br />existing building is approximately 650 square feet, which would require the existing 1 <br />parking space be retained. The new development must provide parking for 1,201 <br />square feet of leasable area, or 2 additional parking spaces. <br />Staff recommended the City Council approve Resolution No. 27, Series 2014 for a final <br />planned unit development (PUD) to allow a 2,200 SF office building at 931 Main Street <br />with the following two conditions: <br />1. A Sewer Agreement between property owners shall be approved prior to <br />recordation. <br />2. A Parking Agreement for an offsite parking space shall be approved prior to <br />recordation; or a parking fee in lieu of $3,600 for one parking space shall be <br />required. <br />COUNCIL COMMENTS <br />Council member Stolzmann inquired whether the Louisville Municipal Code and the <br />Downtown Design Guidelines should be part of the record. City Attorney Light stated it <br />would not be necessary to specifically include the zoning ordinances within the <br />Louisville Municipal Code as part of the record. <br />Mayor Muckle asked if the north property owner would be required to build a new sewer <br />line. Planning and Building Safety Director Russ explained a new sewer line would be <br />required of the north property owner were to redevelop. <br />Council member Loo inquired whether this building has a requirement for fire sprinklers. <br />It was noted there was not a requirement for fire sprinklers. <br />APPLICANT PRESENTATION <br />Emily Kean stated she is a 14 -year Louisville resident and a child psychologist, <br />practicing in Louisville. She explained it has been her long -time dream to create a <br />children center in Louisville for child care services. The Center would provide child <br />psychology, language services, school support and occupational therapy. It was her <br />desire to create a community oriented center to meet the needs of the community. <br />Peter Stewart, Stewart Architecture, 1132 Jefferson Avenue, Louisville, CO, disclosed <br />he serves on the Historic Preservation Commission (HPC) for the City of Louisville. He <br />noted this building is a historic building, but this proposal does not require any <br />
