It was referred <br />to the HPC; however Mr. Stewart recused himself from the review. <br />Mr. Stewart explained the PUD Plan was to preserve the historic building on Main Street <br />and build on the infill rear property. This plan conforms to the Downtown Framework <br />Plan, which is to maintain the historic character of Main Street. He presented an <br />illustration of the property from the 1998 Framework Plan. He addressed the building <br />restrictions; firewalls within 3'. of a building; the utilities and the shared sewer lines. The <br />applicant has been working with the property owner's attorney and they have a draft <br />agreement. <br />Mr. Stewart summarized the applicant is requesting Council's support of the PUD Plan <br />proposal. The Plan meets the spirit and intent of the Downtown Framework Plan and <br />the Design Guidelines. The Plan creates an appropriate transition to the neighborhood <br />to the west. The Plan will preserve the historic architecture character along Main Street <br />and will provide pedestrian connections between the alley and Main Street. The parking <br />is primarily for an office use which will not provide a parking load during downtown <br />events. The Plan complies with established zoning and is not requesting any waivers, <br />modifications or variances. <br />COUNCIL COMMENTS <br />Mayor Pro Tem Dalton asked if the new building will have a new address. Planning and <br />Building Safety Director Russ stated they will work with the post office to establish A <br />and B units for the 931 Main Street address. <br />Council member Loo commented the architecture is beautiful and it will be a beautiful <br />building. She urged the applicant to include fire sprinkling because it is a very difficult <br />building to access from a Fire Department perspective and noted the facility is proposed <br />as a Child Center. She stated adding a fire sprinkler system to the building now would <br />be cheaper than adding it later on. <br />Council member Stolzmann noted there is a picture of the property in the Downtown <br />Design Handbook. She was pleased to see the gabled ends were maintained and will <br />be included in the design of the new building. <br />Mayor Muckle voiced his appreciation of preserving the historic property. He was also <br />pleased with the architecture. <br />Mayor Muckle requested public comment and hearing none, closed the public hearing. <br />MOTION: Mayor Pro Tem Dalton moved to approve Resolution No. 27, Series 2014, <br />seconded by Council member Keany.
