A phased neighborhood parking management plan would help reduce parking <br />conflicts in Old Town but additional parking capacity must be part of that plan; <br />10. Key investments in transit, bicycle parking, and pedestrian safety improvements <br />will contribute to lowering the parking demand downtown; and <br />11. Strategic sales and acquisitions of city properties in downtown and the <br />redevelopment district could help fund this parking program and preserve the <br />character and livability of Downtown. <br />Staff recommended City Council discuss the immediate actions on Phase One of the <br />Action Plan elements Council would like to see implemented this summer, which <br />included the following: <br />• Painting curbs to improve in Downtown and Old Town <br />• Require bike corrals as part of the special event permit for large events and <br />develop incentives for their use <br />• Require vendor, employee and volunteer parking off - street for large special <br />events <br />• Finalize Master Plan for MUTCD parking signs <br />• Evaluate and consider supporting Boulder County's initiative for a County -wide <br />ECO -Pass <br />• Consider selling City assets to fund initial parking program needs <br />• Acquire underutilized Downtown private parking for public uses <br />• Restripe South Street between Jefferson and Main <br />• Restripe Jefferson Street at Memory Square <br />Staff recommended the City Council adopt Resolution No. 28, Series 2014 to formalize <br />the Joint Downtown /Old Town Parking Action Committee. The preliminary five year <br />action plan will be presented to the Parking Action Committee in May / June for final <br />review, improvement, and recommendation made to the Planning Commission in June <br />and to the City Council in July. <br />COUNCIL QUESTION AND COMMENTS <br />COUNCIL QUESTION AND COMMENTS <br />Council member Stolzmann asked if South Street is wider than most of the streets <br />downtown. Planning and Public Safety Director Russ confirmed South Street is 73' <br />wide, while the other streets are 60', but the extra feet is within the City's right -of -way. <br />Council member Loo addressed the costs to vendors and noted a lot of the costs for <br />events are already budgeted. She asked if the vendors were aware of the additional <br />
