<br />a four lane road in front of a K -8 school would be an unacceptable safety hazard. He wanted it made <br />very clear that the City had no plans to ever expand the road. <br /> <br />Mayer pointed out that the City had expended significant funds in putting an underpass under 88th <br />Street to mitigate any safety concerns. He wasn't sure if the interest here was really in the safety of <br />the road or the value of the commercial property. <br /> <br />Howard stated that, if the School District's concern was safety, he did not understand their position <br />on trying to get the road to be bigger. <br /> <br />Orr stated that they wanted a roadway that would adequately accommodate the volume of traffic. <br /> <br />Howard stated that the City's studies show that it does accommodate traffic and will for a very long <br />time. <br /> <br />Davidson modified his language: South 88th Street will be constructed to a two lane roadway with <br />median, with appropriate additional acceleration and deceleration, and left turn lanes, with no future <br />plans for expansion. If at some time in the future traffic patterns and/or safety should indicate a need <br />for increased capacity, the City mayor may not expand the roadway. <br /> <br />Susan Griffiths, City Attorney, stated that there is one item that the School District wanted added. <br />They wanted the authority to use irrigation water, only on the school campus parcel, which they had <br />acquired from some source other than the City of Louisville. She added that the City would amend <br />the resolution itself to include a statement that the City Council finds that the proposed uses of the <br />property, subject to the IGA, are specifically compatible for a commercial and office planning areas. <br />That is a requirement that needed to be found in order to zone the property PCZD-C and build a <br />school there. Also, to amend the paragraph No.2, second page, of the resolution to read similar to <br />Resolution No. 38, Series 1996, that Council had just adopted on the Admor property purchase to <br />say "The Mayor is hereby authorized to execute the attached Intergovernmental Agreement on behalf <br />of the City Council of the City of Louisville and the Mayor is hereby granted the authority to <br />approve such revisions to the IGA as the Mayor determines are necessary or desirable for the <br />protection of the City, so long as the essential terms and conditions of the IGA are not altered." <br /> <br />Davidson called for any further discussion. <br /> <br />NONE <br /> <br />Howard moved that Council adopt Resolution No. 39, Series 1996, approving an Intergovernmental <br />Agreement between the City of Louisville, Colorado and the Boulder Valley School District RE-2 <br />for the K-12 campus in the City of Louisville as amended. Seconded by Levihn. <br /> <br />Davidson asked if this included the two amendments made by the Mayor and the two amendments <br />made by the City Attorney. <br /> <br />9 <br />
