City Council <br />Meeting Minutes <br />May 20, 2014 <br />Page 13 of 20 <br />• Must meet standards to maximum extend practical <br />• Must meet water quality requirements <br />COUNCIL COMMENTS <br />Council member Stolzmann asked about Section 3.3 and felt the exceptions were too <br />loose and unfair to the rest of the City. She liked the rest of the manual. <br />Planning and Building Director Russ stated this section allows for a joint pond to be <br />created so as to meet stormwater detention rules. Council member Stolzmann felt it <br />allowed for not following the stormwater requirements. <br />Public Works Director Kowar stated there is always a requirement for a drainage report <br />on any development, including these areas. <br />PUBLIC COMMENTS <br />None <br />COUNCIL COMMENTS <br />Council member Lipton asked if there was a definition section in the manual and if the <br />terms were consistent with the approved comprehensive plan. <br />City Manager Fleming pointed to Figure 3.1 which maps the small area plans and <br />overlay districts. <br />Council member Stolzmann suggested the process remain the same for all non- <br />conforming properties. <br />Planning and Building Safety Director Russ noted there was no change to single family <br />residential which is the majority of Louisville. Each request that comes forward is <br />considered individually. <br />Council member Lipton said tying this to the PUD process gives him comfort and noted <br />this sets criteria to put the burden back on the developer to meet the technical criteria. <br />Council member Stolzmann felt Section 3.3. released these areas from the detention <br />rules. <br />Public Works Kowar didn't feel it released them from the rules but provides a framework <br />for discussion. <br />
