He suggested a soft opening to ease into the grand re- <br />opening. <br />Mayor Muckle asked about resident questions concerning why Coal Creek trail could <br />not have some sections open. Parks and Recreation Director Stevens said they <br />continue to evaluate and will open areas when safety is secured and will not slow the <br />work progress. <br />Mayor Muckle asked about the McCaslin underpass opening. Parks and Recreation <br />Director Stevens stated he is not directly overseeing that project but understands it will <br />open summer of 2014. City Manager Fleming hoped to have a ribbon cutting date <br />certain at the next meeting. <br />REGULAR BUSINESS <br />APPROVAL OF A NOTICE TO PROCEED WITH REPUBLIC SERVICES FOR <br />SINGLE HAULER RESIDENTIAL TRASH SERVICE TO BEGIN AUGUST 1, 2014 <br />Mayor Muckle requested a staff presentation. <br />Council member Lipton disclosed he had been a close business associate of Frank <br />Bruno, a principal with Western. He still considers him a friend but did not feel it would <br />impact his decision. <br />Council member Loo disclosed her husband worked with Mr. Bruno for several years <br />and she knows him as well. She did not feel it would impact her decision. <br />Public Works Director Kowar reported in 2009, the City initiated a Single Hauler refuse, <br />recyclables and compostables collection program and selected Western Disposal, Inc. <br />to perform these services. The City Council approved a 5 -year contract with Western <br />Disposal, which has annual price adjustments according to the previous 12 months, All <br />Urban Consumers Price Index (CPI). The current contract will expire on July 31, 2014. <br />A request for proposals (RFP) was advertised by City Staff and resulted in three <br />proposals from Republic Services, Western Disposal and Waste Connections. <br />Proposals were evaluated by City Staff using a numerical score for several criteria, <br />clearly identified in the RFP. Points were determined by input from a selection team <br />from Public Works, the Louisville Sustainability Advisory Board and Utility Billing staff. <br />The RFP Criteria Scores are as follows: Waste Connections — 120.7; Republic Services <br />- 122.3 and Western Disposal - 116.4. Waste Connections has the lowest overall <br />pricing with Republic Services a close second at 1.6% higher and Western Disposal at <br />12% higher. Compared to existing rates, Waste Connections represents a 9.8% <br />increase, Republic Services a 11.4% increase, and Western Disposal a 21.8% increase. <br />The City is looking for the best overall value.
