Stage 1: What do the people want and need? <br />In addition to performing our own primary data collection, we can get a lot of information regarding sentiments and <br />approaches to energy efficiency via secondary research such as Boulder County, etc. <br />Residents of Louisville <br />Residents of Louisville are very important because, obviously, they live here and are able to vote. They are also <br />property owners and so are the decision makers, especially in the residential building sector. <br />LSAB has conducted a few surveys via survey monkey. The surveys were given by soliciting citizens as they <br />walked by the LSAB booth at the Labor Day Event and the Taste of Louisville Event indicate3 there is a <br />widespread concern over GHG emissions, and underlying that is a desire to do something to increase the <br />sustainability of Louisville. These Louisville surveys do not contradict results from a broader survey of Boulder <br />County residents on sustainability. <br />To get a more reliable assessment of community interest, we may need to acquire a larger sample group. Additional <br />surveying opportunities may include but not be limited to: <br />• Perhaps EE questions should be posed in the "City of Louisville Citizen Survey." The last one, apparently, <br />was published in May 2012. <br />• Perhaps we could set up a standing survey on the City Website <br />• Working with the Daily Camera, Denver Post, or polling firms to include sustainability questions in their <br />polls of residents in election years <br />Louisville Businesses and Property Owners <br />Economic vitality is important to sustaining services and a high quality of life in Louisville. Taxes, largely <br />generated via local business are what pay for community service and amenities. <br />We should start by requesting an audience with various business organizations. Those that come to mind include: <br />• Downtown Business Association ( http:/ /www.downtownlouisvilleco.com /) <br />• BRaD — The Business Retention and Development Committee <br />(http://www.louisvillecolorado.biziaboutus/bradcmte.htm) <br />• Louisville Chamber of Commerce ( http : / /www.louisvillechamber.com/) <br />• Board of appeals <br />• Other City boards and committees <br />(http: / /www.louisvilleco.gov /GO VERNMENTBoardsCommissions /tabid /187/Default. aspx) <br />City Council <br />There are a number of positions that have been expressed at the 2/25/2014 study session. The more vocal of the <br />Council indicated that they preferred the use of carrots, not sticks and that the City's efforts should be mostly <br />promotional. There were some expressed sentiments that the City should take a middle of the road approach. <br />To engage City Council, we should first reach out to the community (business and residential) and then report back <br />our findings and observations to the Council. <br />3 These surveys need to be evaluated for findings, confidence and precision <br />
