Local Licensing Authority <br />Minutes <br />June 23, 2014 <br />Page 3 of 5 <br />Carlson called for an applicant presentation. <br />Kevin Coates, attorney with the law firm of Dill Dill Carr Stonebraker and <br />Hutchings, P.C., introduced himself to the Authority and reported he would have <br />two witnesses speaking to the Authority. He wished to call the person <br />representing the firm doing the needs and desires survey and to call the <br />registered manager of Cinebarre. He mentioned there was a resident present in <br />favor of the application if the Authority wished to hear from her. <br />Max Scott, owner of Oedipus, Inc., introduced himself to the Authority and took <br />the oath. He reported his company had done the needs and desires survey <br />which he had submitted for review. His company has been in business for many <br />years and their method of surveying has been deemed legally on point and <br />scientifically accurate. He pointed to the map in the report which showed the <br />sampling of the neighborhoods and businesses which were part of the survey. <br />He explained the survey materials presented to each signer which included an <br />explanation of the concept, a floor plan, a menu and a signature page giving an <br />opportunity to favor or oppose and a place for comments. He reviewed the <br />results which he pointed out were similar to other theatre concepts the company <br />had surveyed. The survey clearly pointed to a need and desire for another hotel <br />and restaurant liquor license in this area. <br />Jeff Martens, 3402 Cameron Blvd., Isle of Palms, NC, registered manager for <br />Cinebarre, introduced himself to the Authority and took the oath. He reported he <br />just moved to Colorado but has managed liquor licensed establishments for the <br />past 15 years. He has been with Cinebarre since 2007. This will be the eighth <br />location for Cinebarre, and he has run each of those locations at some point. <br />Cinebarre shows first run movies and serves food and alcohol at your seat. He <br />reported the employees will take alcohol service training and follow internal <br />procedures which include asking for identification from everyone they serve. <br />Cinebarre locations have not had any alcohol violations. <br />Mr. Martens reported the cinema is being fitted so servers within the theater can <br />readily see and monitor the alcohol service. The lobby area with the bar will be <br />available with or without a movie ticket and also closely monitored. Minors will <br />only be allowed in the theater accompanied by a parent or guardian. <br />Chairperson Carlson noted Terrell Braly was in the audience. Mr. Braly stated he <br />is the owner and CEO of the company. Carlson asked if any members of the <br />Authority had questions for Mr. Braly. No questions from the Authority were <br />heard. <br />Carlson asked for any comments in favor of the application. Barbara Falace, 539 <br />Wildrose Court, Louisville, CO introduced herself to the Authority and took the <br />oath. She reported she is over 21 years of age and occasionally consumes an <br />alcoholic beverage. She had been to the Cinebarre in Thornton and enjoyed the <br />
