City Council <br />Meeting Minutes <br />July 15, 2014 <br />Page 7 of 21 <br />City Attorney Light introduced Ordinance No.1670, Series 2014 and explained both <br />agenda items relate to the Final Plat and PUD for the Lanterns. He stated members of <br />the public may speak on both agenda items. <br />Mayor Muckle opened the public hearing and requested a staff presentation <br />Planner II Robinson explained Resolution No. 36, Series 2014 approves a Final <br />Subdivision Plat and Final Planned Unit Development (PUD) for an approximate 4 -acre <br />parcel of the Takoda Subdivision. The intent of the request is to develop the property <br />with 24 residential units. The applicant is Boulder Creek Lanterns, LLC, the property is <br />zoned Planned Community Zone District — Commercial /Residential (PCZD — C /R) and <br />is governed by the Takoda Village general development plan (GDP). The GDP allows <br />for 24 duplex units on the site. <br />The Lanterns Comprehensive Plan includes a residential pedestrian friendly road <br />network with small lots and pedestrian scale buildings. The plan calls for the extension <br />of Kaylix Avenue through this property. The applicant will construct intersection and <br />provide a payment for later construction. The project proposes two connection points: <br />1) Extension of Kaylix to Cannon Street and 2) Land swap to allow trail to be relocated <br />to south of Davidson Highline Ditch. The project proposes to pipe the Davidson <br />Highline Ditch. <br />The Lanterns PUD includes 12 attached single - family structures; 24 units total; uses <br />existing block layout; 30 foot maximum height; 2.83 spaces per unit, which complies <br />with the General Development Plan (GDP). The sidewalks are located outside of the <br />right -of -way with a maintenance agreement for sidewalks in place. <br />Public Land Dedication: In the Summit View Subdivision 12% land was dedicated <br />through dedications and payment in lieu of dedication. This plat, because it is <br />residential requires 3% more (15 %) to be dedicated. The applicant is to meet 3% <br />dedication through payment in lieu of the dedication. <br />Staff recommended the City Council approve Resolution No. 36, Series 2014, the Final <br />Plat and Final PUD for the Lanterns with the following condition: <br />1. The applicant shall add language to General Note 12, PUD Page 2, defining <br />"maintenance" to the satisfaction of the Public Works Department. <br />Staff recommended the City Council approve Ordinance No. 1670, Series 2014 on first <br />reading, publish and set a public hearing for August 5, 2014. <br />COUNCIL COMMENTS <br />
