recommending approval of Resolution No. 3, Series 2000.

Commission Questions:

Commissioner Thompson asked if the neighboring property to the south will now be allowing
handicapped access with a ramp. Ken Johnstone stated that they will presumably be using some
existing ramp structures and decking. The design goes across the 700 Front Street property and it
benefits both properties in terms of handicapped access.

Commissioner McAvinew asked if Public Service will be moving meters and a gas line at their
expense. Johnstone stated that was his understanding that they would be relocating the gas lines
and the meters.

Applicant Presentation:

Rob Fisher, New West Architecture. Mr. Fisher stated that they do not have any problems with
any of the Staff recommendations and they would be happy to meet them all. The applicant
would like to provide as much landscaping as they can. However they feel that the area will
probably be taken over by some of the employees from both buildings as a lunch area. Therefore
any grass would be worn out so the other option would be to pave the area. Fisher does not want
to pave it but realizes that it will be worn out otherwise.

Members of Public:

Rich Carlisle is the owner of the building to the north and feels that there should be more room in
between the buildings.

Commission Questions:

Commissioner Lipton asked where the front door is located. Mr. Fisher replied that it is in the
center of the building. Lipton is concerned that the entryway is not identified very well and asked
for the applicant to revise the plans. Lipton would like to see more variation in the colors of the
building that would make it not so dark.

Commissioner Lipton also asked about the pitched roof and whether there would be a gutter
system to catch rainfall and where the leaders would empty out. Mr. Fisher stated that he would
talk to their Civil Engineer to take the piping underground into a sump pump system and then
pump it out the back of the building.

Commissioner Boulet agrees with the points that Commissioner Lipton has raised. Boulet would
also like to see more detailing along the ground level that would serve to identify the entrance
more than just having a gable on the second story for people to figure out where the entryway is.
He would like to see some type of small feature over the entryway to identify it and improve the

7
